武汉区政府1400万设备卖70万 回应：1400万是估价
央广网武汉5月22日消息（记者左艾甫）据中国之声《央广新闻》报道，近日，武汉市武昌区在整治非法码头过程中的一次拍卖活动引发争议，由当地政府1400万回购的设备在拍卖时只拍出了70万，其中差价达到19倍。对此，当地政府回应称1400万元只是评估价，具体出资还要等待审计部门确定。
据了解，今年的3月24号，根据国家和省市文件的精神，武汉市政府启动沿江港口岸线资源环境综合整治工作。武汉市武昌区在这次整治工作当中对13个非法码头、9个砂场、4个渣土场进行全部取缔和清理。其中有9个民营非法砂场他们的趸船由于无法迁移，经武昌区政府与砂场老板协商以后，由区政府出资花1400万元回购了19艘趸船和7个浮吊。武昌区政府办负责人介绍，区政府考虑这些趸船无法迁移，也无法使用，还要雇人看管，于是决定公开拍卖。也就是在今年的5月6号，受武昌区政府的委托，湖北成德拍卖有限公司举办了“武昌余家头砂场废旧趸船及其他旧设备拍卖会”，这批趸船和设备的起拍价是67万元，经过两轮竞价后，最后武汉武冷盛鑫机电有限公司以70万元的价格竞得标的物。武汉武冷盛鑫机电有限公司负责人刘先明表示，将对这批趸船和设备进行回收再利用。
武昌区政府花费1400万元高价购回的趸船和设备只拍出了70万元，差价高达19倍，结果引发了争议。市民质疑认为，1400万元是纳税人的钱，为什么起拍价那么低？回购价、起拍价如何制定？拍卖资金前后的严重不对等，巨款经过一出一进，1300多万元就不见了，这里面是否有内幕交易？算不算资产流失、要不要问责？对此武昌区政府办副主任刘启斌昨晚接受央广记者采访时表示，1400万元的回购价格是评估公司根据趸船的折旧情况给出的，还没有按程序经过审计部门审计，所谓的1300多万元的差价并不属实。此外，拍卖会遵循公开原则，起拍价是根据890元一吨的市场价制定的，也无不妥。有关这件事的后续情况，中国之声也将会继续进行跟踪报道。
