湖南一监狱被曝囚犯聚众赌博 监区责任人被处理
5月18日，已经刑满出狱三个多月的邹保生致电湖南省衡阳市雁北监狱纪委副书记陈某，询问监狱何时能把他输掉的9万多元“退还”给他。与此同时，仍在雁北监狱服刑、曾参与赌博的黄雄毛，也通过相关渠道向媒体递交书面举报材料。黄雄毛说，他实名举报走漏风声后，再次被监区相关负责人喊去谈话，要求其不要继续举报。
“牌和钱都是狱警带进监狱的”
邹保生说，2014年5月他到雁北监狱服刑，模糊记得是从2014年10月开始，二监区集中出现赌博现象。“晚7点到9点半之间，二监区寝室的两层楼狱友，会自发地来到一个狱室内，蹲在一起，发三张纸牌比大小。”邹保生说，赌得比较大，押100元起步，上不封顶，经常近20人围在一起玩，一个晚上有几万元的输赢，“有时候狱警放假，也会偶尔白天赌。”
“牌和钱都是狱警弄进来的。”邹保生称，在监狱囚犯不能持有现金，钱都在生活卡上，赌博的牌和现金都依赖关系较好的狱警带进来。其称，在监狱参赌后，他先后三次让家人打钱到王姓、杨姓、李姓三名狱警的银行卡，让他们取钱带进监狱，每1万元需要500元好处费。

邹指控说，狱警科相关负责人和监狱纪委相关负责人找他谈话时问对此事的处理有何要求，他表示，希望能退他输掉的9万多元赌资，监狱相关负责人当即表示，会协调争取把钱退还。
而对监狱更为不满的是黄雄毛，他表示，“当时因为我马上可以减刑回家，所以就没有承认参与赌博。由于指证我输了9万元以上的人太多，所以我被监狱扣了5分减刑分。”按照正常刑期，黄雄毛2017年上半年可以刑满释放，失去这次减刑机会的黄表示愤怒，“扣5分是相当于半年不准减刑，减不了刑，又输在假扑克牌上，我很生气。”
监狱：无证据证明钱和牌系狱警带入
5月20日，雁北监狱纪委陈姓副书记表示，雁北监狱属于湖南省监狱管理局直管，建于1995年，系湖南省第一批建立的四所监狱之一。目前，监狱主要关押重刑犯，分为7个监区，关押囚犯2000余人，监狱管理方有400余人。
对于赌博一事，陈副书记称确有此事，已经处理，并上报给省监狱管理局，2015年9月14日，监狱内部分别对两个出现囚犯聚众赌博的监区相关负责人、狱警进行了不同程度的处理。“同时，我们监狱纪委对两个监区的相关责任人和狱警展开调查，目前并没有直接证据证明牌和钱就是狱警带进去的。”他表示，牌和钱可能是亲属会见时夹带进去，或者与监狱有商业合作的外来人员带入。当然也不排除个别狱警曾给囚犯私带入狱，但这样的狱警往往与囚犯关系很好，事发后囚犯宁愿自己背着罪名也不会说出狱警，所以很难证实。
对于有参赌人员要求退还所输赌资一事，陈副书记表示，他个人认为这是不可能的，如果查实的赌资应该上交国库，而参赌人员应该另外再接受法律的制裁，“我怎么会答应囚犯把钱退还呢？”
