　　央广网北京5月22日消息（记者马闯）据中国之声《新闻纵横》报道，随着高考临近，野鸡大学、虚假大学又开始成为了舆论关注的焦点。日前，有互联网平台曝光了73所新的虚假大学，并且有调查数据称，全国虚假大学数量已经高达400余所。

　　纵观这些虚假大学的名称，无外乎都使用了较为“高大上”的词语。“中国”“国家”“华北”“华东”等字眼成为了这些虚假大学招摇撞骗的惯用手法。除此之外，就是利用名校的曾用名来进行诈骗。如果不上网认真搜索的话，就有可能把虚假大学和正经大学弄混淆。若是不小心上当受骗，损失的可不仅仅是钱财，更是孩子的学业和前途。然而，近些年来，每年都会有几十所虚假大学被曝光。那么，连续曝光多年的虚假大学为何屡禁不止？我们又该如何防范来自虚假大学的诈骗呢？

　　高考资讯服务平台“上大学网”日前发布了《第五批中国虚假大学警示榜》，共揭露全国73所虚假大学。其中，有两所是以前曾经上过榜的虚假大学，这些学校被曝光后，其网站仍可正常登录，或者更换域名之后继续招摇撞骗。分别是北京财贸学院和北京工商学院。此外，去年曝光的“野鸡大学”北京经济学院和北京京桥大学，其网站也可以访问。绝大部分虚假大学都仿冒了正规普通高校或者其他正规学校的名称。以北京的虚假大学为例，目前我国只有正规高校北京信息科技大学，没有所谓的“北京信息工程大学”。 而北京工商管理大学比正规的北京工商大学多了管理两个字。记者拨通了一家虚假大学工作人员的电话，对方表示，不需要来上学就可以拿文凭，交钱后，一周可以拿证。

　　“上大学网”内容总监谌江平表示，虚假大学做的其实就是贩卖伪造文凭的生意。绝大部分都涉及常年兜售伪造的毕业学历文凭。他们建这个网站的目的就是让伪造的文凭能够在自己这个网站上查询到。因为他们不能在教育部学信网上查到。建网站的人和直接去售卖学历文凭的人是两拨人，相互勾结，从中分成，一般都是从200到几千块钱不等。

　　相比没有资质的野鸡大学，虚假大学甚至不需要场地、设施，只要一个网站、电话，其成本更低。教育专家熊丙奇认为，低成本是虚假屡禁不止的主要原因。要建一个虚假大学，现在半天时间就可以了，诈骗者请一个人建个网站，发布到网上，接上国外的服务器，就完成了一个虚假大学的建设，不用注册、不用师资、不用校舍等等，没有任何的实质性的办学活动，它是假的大学，是明显的诈骗行为，它跟电信诈骗、电话诈骗是一回事。

　　他还建议相关部门应分清责任，司法机关要加强打击力度。“对这种虚假大学，我们一定要认清楚它的本质，实际上就是一种诈骗。对它的监管，实际上就是应该由司法机关来监管，司法机关及时跟踪这些虚假的网站，及时注销，并顺藤摸瓜打击后面的诈骗团伙。现在有些人认为这是教育部门监管的事情，实际上这是混淆了虚假大学的实质。虚假大学本身就没有注册，也没有办学，只有明确了它的监管主体，才能避免现在尴尬的局面。”

　　在浙江，不少学生高考后在家中自行填报志愿，对此，衢州二中教师白龙飞表示，学校会给予必要的指导，家长和学生如果遇到问题要多跟老师沟通。“我们每年高考之后，会给学生发放由省教育考试院组编的浙江省高考志愿填报参考，指导学生从这本书中选择自己心仪的大学和志愿。第二我们会对学生进行提醒，如果学生或者家长接到了一些和高考志愿填报相关的电话，信件，要及时的跟班主任或者学校沟通，来判断招生信息的真伪。最后，我们学校平时还教育学生要洁身自好，千万不要相信那种可以不努力就能拿到大学学历的虚假宣传，更不要怀有那种用钱就能买学历来欺骗自己和家人的想法。”

　　还有一些人可能初衷并不是想欺骗自己或者是家人，可能是真正上当了，在这要给大家一些小提示、小建议：第一，要看“教育部公布的高校名单和具有高招资格的高校名单”；第二，要看“当地教育部门最新公布的民办高等教育机构的文件”；第三，在查询公办院校网站时，应该注意这个网站域名后缀里边是否含有教育英文单词的前三个字母，也就是正规的公办院校的网站，它的域名后缀应该是“.edu.cn”。

　　此外，大家还可以通过登录中国高等教育学生信息网来进行学历的分辨，不过，要在搜索的时候避开弹出的推广广告，不然有可能又在这个环节掉到坑里。
