距高考还有半个月，民间机构“上大学网”再次公布了第五批“中国虚假大学警示榜”，73所虚假大学被曝光。自2013年以来，该机构已累计公布5批共400多所虚假大学。
“新华视点”记者调查发现，前四批公布的300多所虚假大学中，只有4所网址还能打开，说明多数虚假大学已被打掉。一年间，缘何又冒出这么多虚假大学？
有学校标注的地址根本不存在
“去年高考结束至今，不断收到网友举报和提供线索。”上大学网创始人夏雪介绍，上大学网专家团队历经2个月的调查取证，再次曝光73所虚假大学。
此次曝光的73所虚假大学涉及16个省区市，北京有23所，山东、上海和四川分别有8所、7所和7所。其中，66所均不在教育部公布的《2015年全国高等学校名单》中；6所冒用正规高校更名前或合并前的名称；1所冒用中共北京市委党校的另外一个名称－－北京行政学院。
记者拨打了十多所北京字头虚假大学的联系电话，基本都无法接通，或号码停用，或一直忙音。大多数北京字头大学和学院，所标地址都在北京远郊区，不容易寻找，有的地址一看就是杜撰的。例如，“北京科技师范大学”的地址在“北京市燕京经济开发区海油大街238号”，但北京并没有“燕京经济开发区”。
打开虚假大学“北京建筑工程学院”官方网站，其简介上写着：学院是“经北京市教委批准成立的一所融高等教育助学和国际劳务输出培训于一体的高等教育学校”，“学院成立至今，已为社会培养高级专业合格人才16500余人。教学、就业信息、校园生活、专业设置等一应俱全。
记者来到其官网上标注的地址“北京朝阳区水碓子东路15号”，发现的确有一所中专学校，但学校值班人员告诉记者，“地址是对的，但学校名字不对，这里没有‘北京建筑工程学院’这个学校。”水碓子东路附近基本上是住宅区，没有其他校区。
据调查，这所“北京建筑工程学院”的名称冒用了正规高校北京建筑大学的历史名称，学校新闻和图片也是抄袭盗用北京建筑大学等学校的。
另外一所“北京同济医科大学”官网称：北京同济医科大学(原北京同济医学专修学院)成立于1983年，由国内多名医学专家筹备、出资创建，是一所以医学教学、研究以及医疗器械研发的综合型、开放型、实用型新型高等医学院校。
记者来到官网上标注的学校地址“北京市朝阳区建华南路58号”，一名酒店保安人员说，“我住在建华南路40多年了，从没有听说过这有这么一所大学，建华南路根本没有58号这个门牌号。”记者拨打其官网上的电话，发现电话显示为西安，一直无法接通，联系人在官网上标注的地址为“西安市白鹿塬大学城狄寨路57号”。
形成假大学、假文凭、假认证一条龙骗局
为方便行骗，很多虚假大学网站均有虚假的在线学历查询等入口，为假文凭做假认证。
曾在上大学网担任内容总监、多年来从事虚假大学核实甄别工作的谌江平介绍，不法分子会将被骗者个人信息及毕业信息在一些仿冒教育部“学信网”的非正规查询验证平台进行建档联网，例如目前涌现的“民教网”“民信网”“民院网”“民学网”等，“方便用户查阅，消除其疑虑，实际上形成了一个假大学、假文凭、假认证的一条龙‘生态链’。”谌江平说。
近几年来，上大学网已接到许多考生举报。南京一位名为“东东”的网友称，自己曾花费1万多元通过“上海工程管理学院”网络教育的方式获得了“本科证书”，因校方称“证书在学校官网上可查”，就没怀疑。最后，发现该证书编号在“学信网”上根本查不到，才知道上当受骗。
除了被蒙骗的，还有一些花钱买假的人群助长了虚假大学的泛滥。据上大学网对虚假大学受害人群分析，有的人明知证书是假，但因为报考、升职、考核、入户等需求，花钱买假。
谌江平表示，经过这几年连续发布虚假大学名单，教育部公布正规大学的名单，搜索网站拦截以及媒体广泛宣传报道，虚假大学的生存空间受到遏制，但域名注册、虚拟主机、IP地址挂靠等网站建设的手续简单，成本极低，而且不受国界限制，导致虚假大学年年打年年有。
据上大学网调查，所谓的“北京同济医科大学”网站服务器在台湾。曝光的73所虚假大学的网站IP的物理位置只有1个在中国大陆，其余的集中分布在美国、韩国等国家和地区。
北京市一位教育界人士表示，虚假大学网站服务器很多在境外，国内网监部门往往难以监管。
打击虚假大学监管部门不能缺位
记者采访发现，一些被假冒的大学对于虚假大学“很无奈”，迫切希望有关部门能保障学校和考生权益。一些地方教育部门表示，虚假大学的本质属于电信诈骗，教育部门难以管理；公安部门则表示，如果没有报案，难以查处。
上大学网负责人表示，几年来公布了这么多批次虚假大学，没有相关监管部门和他们联系过。
北京市教委相关负责人20日表示，针对社会上存在的以“未经批准办学的民办高校虚假网站为载体形式进行招生诈骗”的行为，将配合公安机关进行清理和查处，维护和净化招生秩序，切实保障广大考生的合法权益。
专家指出，教育部门可以会同相关部门，将全国各地民办非学历高等教育机构的名称、网址全部前置审批，统一改为edu.cn的域名，再向社会公布，会让不法分子可钻的空子更少。
江西财经大学副教授王金海建议，各地公安、教育、工商等部门应当联合执法，加大对虚假大学以及制售虚假学历文凭的打击力度，提高制假售假者的犯罪成本。同时，加强国内外相关地区或国家之间的互联网域名、虚拟主机、IP地址等方面监管合作，严厉打击各类虚假教育类网站等。(记者乌梦达、魏梦佳、沈洋、胡喆)(完)
