　　北京全市局级干部须作专项报告

　　如何确保这些干部落实相关规定呢？按照会议要求，北京各单位党委（党组）要及时组织开展专题学习，全市所有局级干部，无论是否纳入规范范围，都要进行专项报告。

　　对领导干部报告的情况，各单位党委（党组）要进行审核把关，对领导干部配偶、子女及其配偶的经商办企业行为，要结合本单位业务范围，研究提出是否纳入规范的初步意见。

　　同时，在干部提拔、转任重要职务、换届、后备干部考察等工作中，要对有关情况进行重点查核。对办理亲属退出经商办企业行为，对是否存在虚假退出或在退出时搞利益输送等情况，进行监督检查。对不如实申报，或弄虚作假试图规避规范，以及借机谋取私利的，要按照有关规定严肃处理。

　　专家称限制范围定在局级比较合理

　　对于北京的规范以及将限制的范围规定在局级干部，国家行政学院教授竹立家表示，这体现了对于省部级领导干部的要求严于局级干部、对配偶的管理严于子女的特点。这个做法不论是在官场还是在家族，都充分体现了“上行下效”的考虑。

　　他称，从十八大以来查处的贪腐案件看，家族式腐败的案例并不少见。从北京、上海的试点来看，配偶子女经商办企业的限制范围为省部级领导和局级领导，而没有提出对处级干部的限制，是比较合理的。管住决策层面的领导干部，是对权力的更有力约束。
