支付宝方面人士还表示，如果尚未补全身份信息的，账户部分功能将会受到不同程度的影响，具体受到影响的程度跟用户身份信息的完善程度相关。例如，账户的余额支付功能需要身份信息完善程度达到一定等级才能使用，但如果使用网银或者银行卡快捷支付方式付款，并不会受到任何影响。

央行下发的《非银行支付机构网络支付业务管理办法》将在今年7月实行，《办法》对网络支付账户按照三类支付账户进行分级管理，每一级都有不同的权限，用户身份验证越全面可享受的服务和功能越多。
