而针对海外用户，该客服表示此项针对的是境内用户，对于暂时没有办法按照新规实现实名认证的境外用户，账户余额的使用权限会受到暂时影响，但账户里的余额始终会在境外用户的名下，何时完善了信息，何时就能正常使用支付宝的服务。
