  时速60公里以内、乘员不超过4人、总质量不超过1200公斤……近年来这样的四轮小型电动车持续“走俏”,业内估算目前市场保有量约为200万辆。


  这样风靡市场的电动车却游离于监管之外。专家指出,此类车辆行业标准和监管政策的缺失,再加上数量迅速扩张,可能造成城市交通管理的“破窗效应”,建议尽快为小型电动车指明“出路”。


  “走俏”背后:“三不管”、价格低


  一组数据令人心惊:从2011年至2013年10月,北京市涉及“代步车”等车辆的交通事故发生757起,伤858人,死亡136人。然而,这样的车辆在一些地方却“大有市场”。


  记者在河北燕郊一家名为晟鑫车行的销售店了解到,一款外形仿宝马smart的小型电动车按配置不同售价在1.8万元至3.8万元之间。一些热销款一周内能往北京卖100多辆。在燕郊,几乎每一个公交车站都聚集着数辆载客小型电动车。


  山东是小型电动车的主要产地之一。据山东省汽车行业协会不完全统计,去年全国小型电动车产量约为70万辆,其中山东省主要小型电动车企业产量达到34.7万辆,同比增长53.7%,产量连续三年增长超过50%。


  记者调查发现,这种电动车主要风靡在城市交通的“最后一公里”。一些人口密集的小区距离公共交通车站较远,有些人不愿意坐黑摩的,只能选择电动车就近代步。再加上此类车辆不限号、体积小,在城市边缘地带使用更加频繁。


  然而,产量和使用量快速增加的背后,却有隐忧。这种车辆因“不用上牌照、不需驾照、没有保险”而被称作“三无”车辆,对正常道路交通造成一定干扰。此外,由于我国尚没有针对这种车型的行业标准,生产质量参差不齐,存在安全隐患。


  “别说扣车、拘留了,刚把车拦下来有的老人就情绪激动,说小型电动车既然可以生产、销售,为什么不让使用。”北京一名一线交警说。


  无标准、执法难,助长“作坊式”生产


  近年来,老年代步车等小型电动车在我国城乡市场走俏,数量已相当于一个中等规模城市的机动车保有量,但是关于小型电动车“合法化”的讨论一直没有停止。


  一些人认为小型电动车作为纯电动车的一种,符合国家节能政策且能够满足中低收入群体需求;也有人认为小型电动车对于电动汽车行业技术升级的贡献有限,且在城市需要占用大量道路资源会加重拥堵,应该予以取缔。不可忽视的是,小型电动车行业发展的不确定性正在增加。


  ——安全隐患凸显。由于低速电动车不上牌,行驶过程中占用机动车道、闯红灯、随意并线、逆行等违反交通法规的行为时有发生。此外,北京市消防局相关负责人指出,电动车火灾已经成为影响北京消防安全的突出问题,电气故障、短路、线路故障等安全风险大。


  ——“作坊式”企业恶性发展。由于小型电动车未列入《道路机动车辆生产企业及产品公告》目录,生产企业纷纷以“电动观光车”“老年代步车”“电 动助残车”等名义生产销售。但是缺标准也助长了“作坊式”电动车恶性发展。记者在山东等地看到,部分小型电动车只是在三轮车的基础上加装了一个玻璃外壳, 安全性与上路行驶的要求相差较远。


  ——上路管理遭遇难题。2013年北京市交管部门明确,电驱动或者燃油驱动的四轮“老年代步车”按照机动车管理,车辆需要上牌,驾驶人需要持照。但这一规定难以落实,问题就在于这类车辆未列入国家《道路机动车辆生产企业及产品公告》目录,不能上牌照。


  改变无序状态 “一禁了之”不现实


  26日,全国41家小型电动车企业在山东德州针对100款电动车举办“测试大赛”。“小型电动车行业七八年来一直在逆境中发展,我们希望国家能尽快出台相关政策。”山东省汽车行业协会常务副会长兼秘书长魏学勤说。


  “对小型电动车‘一禁了之’是不现实的。”中国工程院院士杨裕生认为,小型电动车的发展能够促进电池、电机、电控等相关产业的成熟,也能够为自主品牌电动汽车积累技术和人才。他建议,将低速小型电动汽车从汽车管理的体系中单列出来进行管理,结束生产和使用的无序状态。


  魏学勤认为,大型车企瞧不上小型电动车微薄的利润,而愿意生产小型电动车的摩托车、汽车配件企业又不具备生产资质,这直接导致了小型电动车无序竞争、野蛮生产。他建议,我国对小型电动车的监管应当从管理企业转为管理产品,避免不合格的产品流入市场。


  目前,山东省已在部分县区探索小型电动车地方管理体系。如山东省沂南县对产品质量符合相关要求的小型电动车,允许挂“沂电”开头的地方牌照,驾驶员持有C3驾照可在二级及以下公路上行驶,并可购置交强险。


  受访专家表示,针对小型电动车的讨论不能无限期进行,相关管理部门也不能对市场和百姓的需求“充耳不闻”。历史证明,市场选择的“逻辑”往往更 能经得起时间考验。从目前小型电动车的购买人群来看,可以通过加强行业监管,挤出那些妄图逃避上牌、上保险等监管的人;对于以低价格购买电动车的需求,也 应该通过适当方式允许其合理、规范发展。
