　　原标题：戴秉国忆访美：我的“特别使命”——阻断通向“台独”之路

　　关于台湾问题，我们的那些话翻来覆去地不知道说过多少回了，人家可能都听腻了。封一个“特使”头衔给我，我拿什么“特别”的话去跟人家谈呢？

　　近日，原国务委员戴秉国回忆录《战略对话》一书出版。

　　书中第三章“特别使命”，记录的是他2004年3月初，也就是3月20日台湾地区领导人选举前，作为中国政府特使，穿梭于美、德、法、日、俄间，向各方阐明对台立场的历史片段。本文为其访美记录，如今读来，依然有不少启发。

　　出发前：拿什么“特别”的话去谈？

　　出访前夕，我独自坐在外交部办公室里琢磨，去后该怎么谈呢？关于台湾问题，我们的那些话翻来覆去地不知道说过多少回了，人家可能都听腻了。封一个“特使”头衔给我，我拿什么“特别”的话去跟人家谈呢？

　　我们过去的一般说法是：世界上只有一个中国，台湾是中国的一部分，美国不要向“台独”势力发出错误信号。

　　而现在，我们必须向美方指明“台独”问题的紧迫性和现实性，让对方正视问题十分严重。如果美国仍然听之任之，不采取措施，那么台湾可能就要真正走向所谓“独立”了。到时候，美国人怎么办？是不是愿意跟中国人再打一仗呢？这确实是一个巨大的政治拷问。

　　问题的要害与实质是，美方究竟是要“台独”还是要美国自己的国家利益。美国是不是会为一小撮“台独”分子而与中国这样一个核大国兵戎相见？我看不见得。美国人民不愿意打仗，更不会为了一个所谓的“台独”与中国人打一场血仗。两个拥核大国爆发冲突，不只是中美两国人民的灾难，也是世界的灾难。

　　这就要促使美国认真考虑这个问题，把这个问题作为双方讨论的焦点明确下来。

　　戴秉国此次访问美国，一共安排了11场会谈、会见，见了国会、国务院、国防部的政要，还有一些前政要和知名学者。限于本文篇幅，选择三场有代表性的会谈。

　　会见学者：拔掉“定时炸弹”的“引信”

　　美国人时间观念强，喜欢开门见山，我们需要观点鲜明，在有限的时间里引起对方的兴趣、重视和关注。

　　3月8日，早餐后，我会见布热津斯基。他曾经是美国政府决策层内的关键人物，本人也是著名学者。我尽量听他讲。

　　在谈到台湾问题时，我说：“这始终是中美关系中最重要、最敏感的核心问题。如果我们听任陈水扁继续胡闹，沿着‘台独’路线顽固地走下去，这必然会成为中美关系的一颗‘定时炸弹’。”

　　布热津斯基说：“世界上能够改变台湾现状的只有中国和美国。台湾当局很清楚，美国不支持‘台独’，反对单方面改变台海现状。”

　　我说：“希望中美双方共同努力，拔掉这颗‘定时炸弹’的‘引信’，堵死‘台独’之路。”

　　他说：“因应当前的台海局势，最明智的方法是保持克制和耐心。陈水扁那些人巴不得挑起中美对抗，好从中渔利。因此，中美双方都要防止被利用而引发不必要的冲突。”

　　他接着说，“美国国内本来就有人把中国视为美国的威胁，如果处理不好，这些人会大肆散布诸如‘共产党中国’对付‘民主台湾’之类的论调。需要指出，这一类言论在美国国内还是很有煽动性的，中方要警觉。”

　　会见官员：“阻断通向‘台独’的道路”

　　8日安排的第一场与政府官员的活动，是会见美国国务院助理国务卿凯利。我首先声明：“我不是来办交涉，也不是来吵架的。”

　　我说：“陈水扁的分裂活动在不断升级，‘台独’已成为我们面临的现实威胁。希望你们能够在布什总统讲话（美方反对单方面试图改变台湾现状的做法）的基础上再往前走一步，在反‘公投’、反‘台独’问题上发出更明确的声音。总之，美方不能再向‘台独’发出模糊甚至错误的信号了，必须坚决阻断通向‘台独’的道路”。

　　“阻断通向‘台独’的道路”是一句新话，这句话中方过去没讲过。在改革开放前，中国人对外交往不那么多，重要的话怎么对外国人讲，周总理都会教给我们。现在情况不同了，不可能有什么人把什么话全都预先教给我们，该讲的话要敢于讲。

　　我对凯利说：“中方要求美方明确发出反‘台独’的信号，是因为如果美方不这么做，‘台独’势力会以为无论他们干什么你们都会支持，都会兜底，因此可以为所欲为。两岸都是中国人，我们是最愿意以和平手段解决台湾问题的。但是，如果要搞‘台独’，我们就没有什么讨论的余地了。”

　　我还对他说：“台湾问题不是什么民主问题，也不是社会主义与资本主义的制度问题，而是中国的国家利益、民族利益问题。即使是对政府有意见的中国人，他们中间很多人也赞成台湾与大陆统一，希望美方不要把这个问题当作意识形态的问题来对待。”

　　会见鹰派：蜂蜜与苍蝇拍

　　3月9日下午，我会见国防部副部长沃尔福威茨，美国强硬保守派代表人物之一。

　　一见沃尔福威茨的面，我说：“你笑呵呵的，也不大像一个强硬派啊，外边都说你是个强硬派。”他一听笑了，说“你去给我辟辟谣吧。”玩笑过后，现场气氛就轻松多了。

　　谈到正题，我首先说：“中国不会同美国争当世界霸主，中国不是过去谋求霸权的苏联。”然后我问他一个问题，“作为一个战略家，你怎么看当前的国际战略形势，特别是台湾海峡形势？”

　　沃尔福威茨说，中国人一直认为美国是拿台湾牵制中国，其实我们美国人绝不是这么认识的，也不是这个政策，台湾不是美国的“不沉的航空母舰”，美国也不想牵制中国。

　　他接着说：“英文里有语句俗语，说的是‘蜂蜜能比苍蝇拍捕获到更多的苍蝇’。你们应给台湾更多的甜头。”

　　我说：“我想，我们给台湾的蜂蜜已经非常多了。”

　　他说：“但是你们把苍蝇拍拿在手上。”

　　我说：“如果苍蝇不叮人、不吸血、不搞‘台独’，那么拍子是不会用的。”

　　他说：“但是，拍子在不断地扩大。”

　　我说：“关键是不搞‘台独’，外部力量也不要武装它，支持它搞‘台独’。我们每年给台湾很多甜头，如果不搞‘台独’，接受一个中国原则，它将会得到更大的好处。台湾的未来在大陆，在于同大陆的统一。”

　　他说：“除了武力统一这一点，我们在其他问题上的看法是一致的。台湾问题的和平解决对美国是有益的。”

　　我说：“台湾岛内有些人有一种错觉或者是幻想，认为无论他们做什么，你们美国人都会支持。即使搞‘台独’，你们也会支持，特别是美国军方会支持。你们需要打消他们这种念头。”

　　他说，“我们已经反复表明，美国反对任何一方单方面改变现状。美中之间有许多共识，下次可以谈一谈分歧。”

　　思考：

　　这次访美对话给我一个深刻感受，就是当中美双方共同面对一个棘手的重大问题时，如果能够坐下来平心静气、推心置腹地深入交流与沟通，就可能找到双方都能接受的解决方法。

　　台湾问题本来是横在中美间的一个难题，但以此为契机，它恰恰启发了两个大国政治家的战略智慧，让双方真切感受到确有深入对话的必要，而中美两个大国如果真能开展这种具有战略性质的对话，那么将是在外交实践、机制上的一个重要的突破。
