2014年底,胡先生在山西联通办理了iPhone5s合约机,合约期30个月,套餐资费为396元,3G卡(当时还没有4G)。胡先生告诉中国经济周刊—经济网记者,4G刚开始宣传的时候,他就咨询过,当时联通的工作人员表示,因为胡先生的手机号码还在合约期间,所以无法随意办理升级4G业务,只能选择资费相同或者更高的套餐,并且办理合约机时的预存话费将失效。

今年3月份,合约机套餐到期,胡先生满心欢喜地到联通营业厅办理套餐变更,却被告知合约到期当月仍然无法随意变更套餐,“套餐可以修改,可是价格只能升不能降”。胡先生不能理解,说道:“这不是‘店大欺客’么?”

对于胡先生的困扰,记者调查后发现,这样的情况并非个案。

网友“火星孩他爸”表示,他办理的合约机(286元套餐,合约期为两年),因为合约到期当月无法变更“低档”套餐,就想到办理一个月的停机保号业务。“我问联通客服,如果9月30号到期了,不改套餐,而是办理10月份停机保号可以吗?客服回复说不可以,必须要10月1日后办理,但是10月份的286元必须交。人家就是不管怎么样都要把这合约期外的第25个月的钱收上来啊”!

想换个合心意的4G套餐,简直是闯关

好不容易熬到合约期结束的胡先生称:为了升级4G套餐,几乎要放弃联通了。

莫名其妙的“集团客户”,解绑太复杂

身边朋友都建议胡先生下载联通手机营业厅办理升级4G业务,因为可以自选组合套餐。

胡先生特意下载了联通APP,并递交了升级4G申请。但是系统提示,若升级4G,需要放弃集团用户的优惠。

集团用户有啥优惠,自己又是哪个集团的成员呢?胡先生称,自己用了这么多年的联通手机号,一直以来都没发现有优惠,也不知道自己是集团用户。

胡先生咨询10010,客服称,集团用户也没什么优惠,可能当时胡先生办理合约机时跟某个公司用户是同一批手机,所以成了集团用户。

胡先生果断选择解绑集团客户,看着申请递交成功,胡先生安心了。

可是3天过去了,升级进度还是“人工受理中”。胡先生致电中国联通10010客服,客服称,胡先生在手机营业厅“放弃”的集团客户权益,需要去营业厅办理才能生效。手机营业厅和电话客服都无法办理。也就是说,胡先生傻等了几天,没有任何的提示。无奈,胡先生只能再跑一次营业厅,取消了集团用户的身份。

取消了集团用户之后,胡先生再次致电10010,询问在手机营业厅办理升级业务的进展情况。客服建议他去咨询手机营业厅客服。

胡先生觉得一头雾水,还有手机客服?

挂断电话后,胡先生在手机营业厅上找到了手机客服,开始抱着手机咨询。手机客服称,手机营业厅升级4G,48小时内会完成受理。至于之前为什么没有申请成功,手机客服表示:没办法查询到具体的资料,建议拨打10010客服咨询。

我的天哪!胡先生觉得自己快崩溃了。

胡先生称,再次拨通10010后,客服告诉他,他已经没有任何办理升级4G业务的限制条件了。之前没有成功,就是“集团用户”的问题。如果仍然想在手机营业厅办理自选组合套餐,可以先取消之前的申请,再重新申请一次试试,并表示,10010客服无法受理4G业务,必须通过手机营业厅、网上营业厅或者联通营业厅才可以办理。

那么取消申请需要等多久呢?也是48个小时么?对于胡先生的这个问题,客服回答说“可能吧”。

客服的回复,胡先生无法理解,但还是按照客服的建议提交了取消申请。但3天过后,手机营业厅上,依旧显示“预约取消中”。

无奈的胡先生最终放弃了办理自选组合套餐,而是去联通的实体营业厅办理了普通的4G全国套餐。

无语的是,截至发稿时,已经过去了10多天,胡先生的手机营业厅上依然显示着“预约取消中”。

胡先生对中国经济周刊—经济网记者说,两年前办理合约机时,自己和朋友还是满怀期待的,并且是提前申请名额。两年多后的今天,自己对中国联通失去了信心,今后也不会再选择购置合约机了。

合约机越来越不受欢迎?

此前有媒体报道,在3G时代,联通凭借iPhone合约机,配以高额补贴,成功笼络了诸多高端用户。然而随着移动通信技术的快速发展,尤其是4G时代的到来,合约机的话费补贴让运营商越来越难以承受。更重要的是,合约机不断爆出各种负面消息:“男子想销户,联通回复:该合约靓号需等到2050年”、“手机号码莫名捆绑了个合约机,机主却是别人”……可见合约机存在诸多漏洞。

从用户角度来看,资料显示,中国人更换手机的频率为12—24个月,平均每18个月会换一部手机,每年有5000万~2亿部旧手机被淘汰。运营商动辄两年的合约显然开始成为拖累,不被用户所接受。
