《规范》明确了快递企业应完善安全生产制度，强化安全生产培训，对快递操作过程进行全程管控，对于属于禁止寄递物品的快件，快递企业应坚持“即查即停”原则，即在整个快递生产环节中一经发现问题，应立即停止对该件进行操作，并按法律法规和邮政管理部门关于禁止寄递物品的相关规定进行处置，确保寄递渠道安全。
为保障收寄安全，《规范》提出，收寄快件时，快递业务员应按照《快递服务》国家标准以及相关法律法规和邮政管理部门的规定，提示寄件人如实申报所寄物品，并根据申报内容对交寄的物品、包装物、填充物等进行实物验视，快递企业必须对快递运单信息进行核对。接单时，快递业务员应提前告知寄件人相关要求，寄件人拒不配合的，快递业务员应拒绝收寄。
快递企业在制定安全生产管理制度、开展日常安全管理等活动时，应优先考虑保障快递业务员、用户及公众的人身安全；在快件操作过程中，若发生安全事件，应将保证人身安全作为第一要求。
此前，国家邮政局政策法规司相关负责人表示，《快递安全生产操作规范》的制定是贯彻落实《国务院关于促进快递业发展的若干意见》的具体体现，是坚持安全为基，着力建设安全邮政的有效抓手，有利于夯实行业安全基础，完善行业安全生产体系，提升行业安全监管水平，促进快递业健康发展。
