社科院：北京医疗纠纷诉讼量7年增长了近2.4倍

　　中国网6月1日讯 6月1日，北京市社会科学院、社会科学文献出版社共同发布了北京蓝皮书《北京社会治理发展报告(2015～2016)》，全书围绕着社会治理的法治化、精细化、社会化三个方向展开，着重针对社会组织、人口问题、网络社会、社会矛盾、基层社会、违法犯罪等六个领域展开定性、定量研究，就提升北京社会治理水平提出相应的对策建议。

　　报告称，北京进入诉讼程序的医疗纠纷逐年上升，7年间增长了近2.4倍。2007年北京市法院一审受理的医疗纠纷案件仅有468件，2008年为715件，2009年为885件，2010年为1004件，2011年为1040件，2012年为1097件，2013年这一数量增长到1152件，7年间增长了近2.4倍。

　　北京市医疗纠纷人民调解委员会设立近5年来，调解医患纠纷成绩较为显著。2011年设立至2015年11月30日，医调委已受理医疗纠纷7949件，调解率100%，成功率95.78%。调解结案7519件，其中疑难复杂纠纷2127件，涉及当事人31796人，实际赔偿金额4.2亿余元。现场紧急调解纠纷328起，成功引导75%以上的当事人接受并申请进行调解。

　　2015年1-10月北京医调委共受理医患纠纷1360件，调解结案医患纠纷1429件。协议结案786件：其中医院有责688件，医院无责67件，简易程序31件;无协议结案643件。其中医院无责371件，当事人或继承人放弃16件，医院有责未达成协议的149件，医院自赔的3件，其他7件，双方退出调解的97件;目前正在调解487件。已结案的1429件案件中，共赔付患方5011,7320元，其中：一级医院赔偿79，6718元，二级医院赔偿1714,2163元，三级医院赔偿3217，8439元。案均赔付35071.60元。在医调委的调解下，成功率达到96.14%，调解满意率97.69%。
