北京首批“封杀”40名网络主播 多数涉及淫秽色情
新京报快讯(记者黄颖)北京市对于网络直播中淫秽、暴力的监管与查处6月1日有了首批结果，市文化执法总队介绍共有9家直播平台的40名主播将被永久封禁，之后再无注册通道和直播空间。
4月13日，北京网络文化协会曾协同20多家从事网络表演(直播)的主要企业发布《北京网络直播行业自律公约》，对于主播的认证和行为规范划定“红线”，对直播平台的审核、监管等也提出明确规定和罚则。
昨日，北京网络文化协会、北京文化执法总队介绍，4月13日《北京网络直播行业自律公约》(以下简称《公约》)发布实施后，一个多月来已确定了北京市首批违规被封禁的主播名单。
据介绍，其中共涉及北京市网络直播平台9家，具体为六间房、酷我(聚星)、花椒、在直播、映客、69秀(玖秀)、陌陌、咸蛋家、黑金直播9家网络直播平台;还有40名主播，由于主播名单涉及身份证号等个人隐私信息，目前北京网络文化协会已将名单上报文化部，待批准后由文化部统一向全国发布。
北京网络文化协会相关负责人介绍，此次被封禁的主播多数是在网络主播时存在露点、现场模拟性爱等情节严重的淫秽色情内容，还有个别人存在涉毒涉枪情况，主要来自网友举报、直播平台在监控中发现，以及全国“扫黄打非”办、文化部、市文化执法总队等监管部门依法查处案件中涉及的主播。
在确定是否违禁时，北京网络文化协会相关负责人介绍，是由该协会及各平台内容审核负责人组成了直播内容评议委员会，对问题主播的直播视频和截图进行审定，以公开、公平、公正的态度，确定了北京市第一批网络直播自律公约违规主播名单。
名单上的主播将被永久封禁，不提供注册通道及直播空间，该负责人表示，如有违规主播，欢迎网友向该协会邮箱wangluozhibo_xh@163.com进行举报。

此次确定的40名主播名单，主要依据是4月13日公布的《北京网络直播行业自律公约》。
其中，对于主播的认证与“禁区”进行了明确说明，要求所有主播必须实名认证，提交包括本人姓名、身份证号码、本人手机号码、银行卡账户信息以及本人手持身份证照片，并规定对于播出涉政、涉枪、涉毒、涉暴、涉黄内容的主播，情节严重的将列入黑名单。
对于名单的确定，市文化执法总队相关负责人介绍，在落实自律公约和确定违规主播名单时，市文化执法总队坚持由协会成员单位充分协商、民主决策，执法部门只提供建议，不参与决策。同时市文化执法总队会发挥执法专长，引导协会成员在确定违规主播名单时，充分考虑行为性质、主观动机和社会影响等因素，特别是对第一批永久封禁的名单，要慎重决策。
该负责人还特别强调保护隐私，“违规主播作为国家公民，其隐私权利应当得到保障”，他说，也以此要求协会成员无论是在讨论时，还是在今后的工作中，都不得泄露个人隐私。
