　　中国日报网5月31日电 英国《卫报》29日刊登一篇文章称赞了中国网络的管理方式，作者约翰·诺顿在文中阐述了对中国互联网管控的观察。

　　文章指出，西方政府面临的最为紧迫的战略问题之一，就是如何适应中国作为一个新的全球超级大国的崛起。而情报工作方向调整的第一要务则在于对这一新现实要有一个全面的了解。

　　尽管西方官员和决策者或许正在外交部或总理府专心致志地忙于研究中国的工业和地缘政治战略(比如他们到底打算在南中国海干什么)，我几乎没有看到任何证据表明政府里有人注意到了北京是如何解决了一个其他任何政府都没有解决的问题，即如何控制、管理和驾驭互联网。

　　美国哈佛大学社会学教授哈里·金等学者认为，西方社会对中国互联网所知道的一切都是错的。举例来说，中国网民在网络上并非万马齐喑。实际上，中国互联网上的辩论十分激烈，与我们这里别无二致。政府除了管控色情等违禁内容之外，却并不干预指责地方官员之类的言论。
