5月31日-6月1日,中国IMT-2020(5G)推进组联合欧盟5G PPP、韩国5G论坛、日本5GMF和美国5G Americas共同主办首届全球5G大会,打造5G的全球统一标准是重要议题。

随着中国通信领域企业的快速崛起,以及巨大的用户规模和市场潜力的存在,中国将在5G时代扮演更为重要的角色。中国工信部部长苗圩在上述会议上提议,在ITU和3GPP等国际标准组织框架下积极推进形成全球统一的5G国际标准

全球统一标准已成共识

5G即第五代移动通信技术,是继4G之后正在研究的最新一代通信技术。5G将大幅提升用户的上网速度,并在数据传输中呈现出明显的低时延、高可靠、低功耗的特点。

2015年ITU(国际电信联盟)确定了全球5G发展的目标,标准的研究进程也随之加快,2016年将成5G标准的元年。与3G4G时代的多个标准并存不同的是,5G有望实现全球统一标准。

IMT-2020(5G)推进组组长、中国信息通信研究院院长曹淑敏在会上指出,制定全球统一5G标准已成为业界共识,推进组将与国际产业力量密切合作,在ITU和3GPP框架下,同步开展面向移动互联网和物联网应用的全球统一5G技术标准研究。

各国间的合作也在加紧,中欧美日韩5G推进组织在去年签订合作备忘录,确定每半年召开一次全球5G峰会,而5月31日召开的正是首届会议。此外,双边、多边的合作也在推进中。

关于如何加强全球合作,构建全球统一的5G标准,日本5GMF主席SATOH表示,全球统一频段是非常重要的,也是推进5G发展最高效的一种方式,日方希望进一步加强和全球其他5G组织在这方面的合作

韩国5G论坛执委会主席Youngnam Han则表示,韩国与中国、欧盟都在开展了一些联合研究的项目,2018年在韩国举办平昌冬奥会时希望推出一个5G的测试系统。日本也表示,为了备战2020年东京奥运会,将在2020年前推出5G商用无线网络。中国的5G网络也将率先落地北京张家口,服务2022年冬奥会。

中国信通院移动与大数据研究部副主任魏凯告诉记者,由于大型赛事全球关注度很高,媒体曝光度高,新技术的应用可以引发更多关注,热点事件本身对新技术也是一个检验。此外,新技术的初期试用需要大量投资,大型赛事正好有投资的预算,因而多国选择在奥运时期进行5G的试用。

频段应用问题亟待破解

然而现阶段的标准制定亟需确定低频与高频、移动宽带与物联网应用的标准工作优先级这两大关键问题。

5G Americas的主席Chris Pearson介绍,频段方面各国都面临着选择高频或低频的问题。这是个速度与覆盖面的矛盾,以6GHz为分界,高频具有超高传输速率但覆盖性能较差,低频可以满足大多数需求但频谱资源有限。

曹淑敏表示,中国的研发试验首先将部署低频段,确定以这个频段来进行频谱的试验来部署5G。5GPPP主席Werner Mohr表示,欧洲的选择也是在6GHz以下

而Kohei SATOH则表示,其部分成员对加强型的移动宽带比较感兴趣,觉得应该有更高的带宽,因而6GHz以上的这个频谱,对于5G系统来说很重要。

中国IMT-2020(5G)推进组副主席王晓云表示,对于6GHz以下的频谱,可以用在一些无缝的、广泛的覆盖领域,或者是大规模连接这些场景当中。建议C波段可以作为6GHz以下的核心频段,现在在中国也已经批准了3.5GHz的频谱,即将开始测试。

对于6GHz以上高频的研究,王晓云认为也非常重要,因为带宽可以用于提供一些高容量的服务。如果全世界都有一个共同的频段,就可以更好地实现相互之间的漫游。

应用上的难以兼容是另一个问题。ITU5G愿景提出三类应用场景:一是增强移动宽带;二是广泛的机器通信;三是超高可靠的低时延通信。

Werner Mohr表示,同时达到这些要求非常有挑战性。不同的用户、场景和频谱,不太可能用单一的系统来解决问题,因此5G的系统应该是一个高度灵活的系统。

Youngnam Han同样认为,应用的差别是非常大的,数据速率从低到高,低端要求到高端要求。建议将不同应用分成几个不同的部分,然后分别计算如何在每一个部分满足不同的需求。

王晓云则表示,应该制定统一的框架,涵盖所有的技术参数,运营商可以根据需求来选定和配置这些参数。所以,需要统一标准,但必须要有灵活性。

5G时代中国话语权更大

首次5G全球大会选在中国召开,这是否意味着中国将在5G的发展过程中起到更为重要的作用?

中国IMT-2020(5G)推进组副主席王志勤告诉记者,整体来看,中国在移动通信标准建设中的话语权越来越大,中国也将在5G的发展中扮演更为重要的角色

曹淑敏表示,目前中国IMT-2020(5G)推进组已经发布了四个白皮书,包括5G的愿景和需求、5G的概念、5G的无线技术架构以及5G的网络技术架构,6月1日还将发布一个新的白皮书,即5G网络架构设计。在中国863计划和国家科技重大专项对5G的支持下,中国从2014年开始,相继完成了总体的技术、网络架构、频谱等研究。

话语权提升的背后,是中国的华为、中兴等厂商在5G专利领域已经进行了大量储备。业界普遍认为,这有望使我国主导的5G技术标准成为国际标准,有利于我国5G产业未来的整体发展。

华为无线CTO童文在会议上称,近两年华为已做了大量技术试验,2017年到2018年底,华为期待着与其合作伙伴基于标准来开展预商用的测试。参会的中兴通讯首席科学家向际鹰也表示,中兴已经投入了2亿元进行5G的研发,目前全球专门负责5G研究的员工达2000多名。

更重要的是,中国有着其他国家难以匹敌的用户规模

数据显示,中国已经建成全球最大的4G网络,基站的规模数超过了200万个,用户数突破了5亿人,拥有全球第一的互联网和移动互联网用户数,成为全球最大的电子信息产品生产基地和最具成长性的信息消费市场,培育了一批具有国际竞争力的企业。2015年底,中国已经拥有了6.88亿网民,网民的普及率达到了50.3%,全年移动互联网接入的流量超过了400万T,同比增长了103%。

工信部部长苗圩表示,中国还有近半数的人口没有成为网民,这孕育着巨大的应用需求和发展的潜力,为加快步入5G时代奠定了基础。
