　　我是1973年入伍参军的，整整24个年头，从一名普通战士成长为副师职领导干部。到南安市工作以后，我抱着满腔热情要干出一番事业，提出招商引资创业工程，在较短时间内使南安的财政总收入排在全省各县（市、区）第二位。这本应该归功于全市广大干部群众共同努力。但我却错误地认为这主要是靠“一把手”的作用，取得成绩主要是因为自己，走到哪里都到处显耀自己的能量和作用，躺在功劳簿上，滋长了享乐主义和拜金主义思想。

　　这个时候，我的思想认识和觉悟逐步下滑，开始蜕变。我认为自己的工作成绩再突出、贡献再大，由于年龄因素，想再往上提升的可能性很小，已经是“船到码头车到站”，还是该考虑晚年生活该如何过。这时候的思想认识出现了波动，使我在看待问题、处理问题上灵活性大于原则性。工作中冲劲不足，干劲减退，感到精神疲倦。

　　但在这个阶段，接待应酬占用的时间却多了起来，我常受邀去参加南安或泉州同乡会活动，以及到外地参观考察企业。企业老板都非常热情好客，住的是星级酒店，吃的是山珍海味，都是高规格的接待，酒桌上说的都是恭维你的好言好语，让我顿时觉得飘飘然，忘乎所以，身价好像高很多，本来自己虚荣心就比较重，（听到恭维话后）感到很中听、很舒服。

　　正是这种状态让我的思想觉悟有很大变化，看问题逐渐失去辨别能力。以前烟酒茶等礼品都不要，而这时对企业家馈赠的礼品、手表、金首饰等贵重物品都收，最后发展到对企业老板送来的几万元、几十万元甚至上百万元的钱也收，丧失了原则，丧失了方向，丧失了人格，触犯了党纪国法。更为可恶的是，这些企业家给我送钱，并不是因为与我感情有多好，其实都有目的，是地地道道的权钱交易丑剧。

　　有了第一次就有第二次，（我）接二连三收受了企业老板的钱，走向了一条犯罪的不归路。我悔恨万分，决定深刻剖析犯错的原因和危害：

　　私心严重、以我为中心。当年从军队转业，我可以转到北京，也可以转业在部队所在地，但我依然决定回泉州老家。闽南人常说，回家可以光宗耀祖，出人头地，任一官半职能为家人和朋友办一些事情。我是这样想也是这样做的。特别是到南安任职后，对兄弟姐妹、亲戚朋友管教不严，让他们做了一些项目，造成很坏的社会影响。我自己也在项目建设、土地利用、干部提拔中，为他人、为企业家打招呼，办事情，收了企业家的钱和物。

　　虚荣心强、爱面子思想严重。在南安这几年公务接待和私人宴请繁多，接待标准一年比一年高，喜欢讲排场、摆阔气，造成严重铺张浪费。比如，接待外商经贸考察团、每年请南安籍部分公务人员，都严重超标准接待，群众很有意见，社会影响很不好。平时参加企业的公益事业、慈善事业和各种救灾活动，我错误地认为这是给企业家个人捧场、给他们面子，让企业老板还要感谢我、赞扬我。这是多么幼稚、多么可笑。

　　工作浮躁、好大喜功。这几年，虽然在南安做了一些工作，但自己工作作风不扎实，提出了一些不切实际的空口号，连招商引资创业工程的一些项目也存在实际到资率低、发展后劲不足、能耗高污染重等问题。基层乡镇在发展中遇到的困难，人民群众在生产生活、就医就学等保障问题还没有得到根本解决，群众意见较大，我没有及时化解，导致信访问题突出。

　　违背组织原则、买官卖官。我到南安后，提出要在经济发展一线、项目建设一线、矛盾调处一线选拔干部。刚开始确实是这样做的，当时干部群众反映较好，包括老干部也比较满意。可是后来我丧失了组织原则，听从各方面打招呼、企业家说情。比如，某商会会长为了帮助他的朋友提拔任用，以及今后找我办事，送给我100万元，我竟然胆大妄为地接受，现在想起来都很害怕。

　　无视党的纪律、把自己凌驾于组织之上。自己思想滑坡，为企业老板办了不该办的事，收了不该收的钱物。无视党的纪律，经常是说一套做一套，口是心非。俗话说“上梁不正下梁歪”，由于自己的蜕变，对干部教育不严，教育不力，管理松散，致使一些干部也变质，出现违纪违法问题。这都是我的责任。

　　践踏宗旨意识、损坏党的光辉形象。虽然平时也组织政治学习，但往往是摆摆样子、走走过场。因此，服务群众的意识逐步淡化。我的主要精力放在了忙吃喝、拉关系、为企业家办事、收受企业老板的钱，成为地地道道、以权谋私的腐败分子。我痛心，我悔恨！我愿意谢罪，痛改前非，重新做人。

　　我天天忏悔，天天反思。由于自己忽视了政治理论学习，放松了世界观的改造，造成了严重的享乐主义思想，实际上就是一个“私”字在作怪，一个“贪”字在膨胀，真是可悲可恨！我走上犯罪道路，害了我爱人和孩子，我一直在向她们忏悔赔罪。当初爱人生孩子时我在外地参加军训，没有人照顾她坐月子，此后她落得严重的“月子病”，我一辈子为这事非常内疚。回泉州工作后，也经常顾不上她们母女，本想我退休后再做补偿，没有想到我走到今天这个地步，这都是我的罪过。

　　这次组织上对我的查处，是正确的，应该的，也是及时的。我罪有应得，要不然在我的晚年生活中，直到我生命终结前，我将是恐慌的，不得安宁的，会受到自己良心的谴责。

　　新华网福州1月12日电 （记者郑良）福建龙岩市中级法院12日发布消息称，该院近日以受贿罪判处泉州市委原常委、南安市委原书记骆国清有期徒刑15年，并处没收个人财产人民币200万元，追回赃款共计909.3万元，予以没收，上缴国库。

　　龙岩市中级法院审理查明，2005年至2011年间，被告人骆国清身为国家工作人员，利用担任中共泉州市委常委兼中共南安市委书记职务上的便利，为请托人谋取利益，从中收受贿赂折合人民币909.3万元。

　　法院审理认为，鉴于被告人骆国清在被纪检机关采取调查措施期间，能如实交代办案机关已掌握和尚未掌握的受贿罪行，具有坦白情节，依法可以从轻处罚。骆国清到案后能退清全部赃款，酌情从轻处罚。据此，作出前述判决。
