北京城六区禁新建游乐园 还有哪些文创业态不让进
新京报快讯(记者黄颖)今后在北京发展文创产业也有了指导目录，为不同业态划出了鼓励类、限制类和禁止类，鼓励类业态将优先享受各项优惠政策，禁止类业态则不再享受优惠政策。
根据该目录，今后城六区将禁止新建游乐园，文化艺术培训也被纳入禁止目录;新闻业、博物馆类则被鼓励发展。
122个文创业态被归入三类
日前，北京市发布了全国首个省级文化产业发展指导目录——《北京市文化创意产业发展指导目录(2016年版)》，成为北京市文化创意产业转型发展与结构调整新指南。6月2日，市政府新闻办召开发布会，市文化局等多个政府部门负责人解读《目录》。
122个文创业态被归入限制、禁止和鼓励三类。其中，列出58个限制类业态和20个禁止类业态，这78项业态在享受文创产业优惠政策时将受到限制，或无法继续享受。
据悉，58个限制类业态中，主要为文化批发零售类业态和部分文化制造类业态。其中“游乐园”、“野生动物保护中的动物园和海洋馆、水族馆管理服务”，“野生植物保护中的植物园管理服务”等被纳入限制目录，意味着今后在东城、西城、朝阳、海淀、丰台、石景山等城六区将禁止新建相关设施。
另外，由于全市范围内禁止新建和扩建商品交易市场设施、禁止新建从事商品交易市场经营管理活动的市场主体;城六区禁止新建建筑面积在1万平米以上的商业设施，所以家用视听设备零售、其他文化用品零售、文具用品零售、日用家电设备零售中的文化用家用电器零售、珠宝首饰零售、照相器材零售、图书及报刊零售等行业也纳入限制目录。
禁止类目录中，则包括对环境影响较大的文化制造类业态，和劳动高度密集、附加值不高的业态。其中包括手工纸制造业、焰火与鞭炮产品制造、动漫与游戏的美术制作环节、电影和电视节目制作中的影视外景拍摄基地等。例如：将动漫游戏的美术制作环节列入禁止类，主要是为了引导文化企业将劳动密集环节外包到周边地区，推动转移疏解文化创意产业低端业态和环节。
而为了落实全市不再新设立或新升格普通高等学校，不再扩大高等教育办学规模，高等教育学校不再新增占地面积;城六区高等教育学校不再校内扩建(存在安全隐患及未达标的除外)，所以禁止新设立面向全国招生的一般性培训机构，“普通高等教育中的表演、美术、舞蹈、音乐等艺术类高等教育”纳入禁止目录的原因。
同样，休闲健身活动中的高尔夫球场服务也因全市禁止新建和扩建高尔夫球场，被列入禁止目录。
新闻等44个文创业态重点发展
此次发布的《目录》不仅仅是禁限类的“负面清单”，也列出44个拟重点鼓励发展的业态，新闻业、博物馆类被包括在内。
鼓励类的44个业态涵盖了文化内容生产、传播渠道、生产服务等重点环节，文化科技融合发展类业态、创意密集的高端服务类业态，以及满足公众精神文化需求的公共文化类业态。
据介绍，包括互联网零售中的图书、音乐及视频产品互联网销售、软件开发、互联网信息服务、广告业、知识产权服务、新闻业、报纸出版、期刊出版、广播电视、图书馆、档案馆、博物馆、艺术表演场馆、群众文化活动等，都在鼓励范围之内，是未来拟重点鼓励发展的业态。将可优先享受文化创意产业相关优惠政策。
另据了解，未来北京市相关部门还将根据产业发展情况，适时对《目录》进行修改完善，发展更多的高端环节。
