  超市出租柜台无证制售食品将被严处

  近日,有媒体报道,上海某超市出售的水产品出现问题。阎祖强表示,从媒体报道来看,涉事柜台是超市对外出租的,又在超市里无证加工食品、自己销售,几种行为并存。食药监局认为,像这一类就是属于原来超市存在的潜规则,追逐利润,要严肃查处。

  阎祖强透露,超市里应该有管理的质量标准,不能因是不是出租的柜台而异。比如说保质期一旦定好以后,不得擅自更改,擅自更改就是违反了《食品安全法》,就要对这种行为进行处罚。

  上海建统一追溯平台,与信用体系对接

  访谈中,有网友问,大超市的小包装生熟菜,老百姓最担心的就是晚上换包装、更改保质期,上海食药监如何加强监管?

  阎祖强表示,新的“食安法”要求企业必须要落实11项责任,如果不落实责任,肯定就会发生食品安全隐患。这需要倒逼企业,也就是要求企业可追溯。2015年,新的“食安法”公布后,上海实行最严的食品安全监管追溯,倒逼企业公示货源信息。

  他指出,上海是在全国第一个颁布市长令,实行最严的食品安全监管追溯。

  比如说粮食、肉和肉制品、水产品、禽类、乳制品、豆制品等,建立追溯体系以后,就是要倒逼企业把每批货源的信息在网上公示。

  现在上海已经建设好一个平台,已有大约1/3的企业把追溯信息集合到这个平台来。长宁区的餐饮企业基本能做到公示餐饮的进货来源,消费者可以通过上海市食品安全网查询信息。

  阎祖强说,目前,上海正在做的工作,就是把原来各个追溯体系整合在一起,要求全市各大超市率先开始,连锁超市带头,再扩展到中小超市,包括菜场和农贸市场。这样,超市想更改保质期,就要受到监督。

  建立统一的追溯体系,需要大家自愿把信息上传,法律也规定了,如不上传,最高罚到2万元。根据上传内容检查下来的情况,将来会按照信用体系进行对接,就是A类、B类、C类、D类,如果信用等级高,可以给商家上红榜,一旦失信不守信就黑名单。

  去年万余家无证照餐饮正规化

  当被问及小餐饮店没有经营许可证怎么疏堵结合时,阎祖强说介绍,备案标准有几条,首先环评要通过,第二油烟不能扰民,第三对安全问题要确保, 还有经营者本人健康等。这样就把整个小餐饮纳入监管,也就是实事求是的疏堵结合、分类施之。光有疏还不行,还要引导小餐饮店哪些食品可以经营,哪些食品不能经营。比如说裱画蛋糕不行,生食卤食不可以。通过制定一套小餐饮的标准,去年一年,有1万多家无证无照的小餐饮正规化。

  自从央视曝光了“饿了么”,网络订餐的食品安全问题成为了公众关注的焦点。阎祖强表示,目前,上海正在建立更严格的网络餐饮管理办法,即将出台。第一,规定谁的责任,网络平台的责任是什么?进来的主体责任是什么?违反了以后怎么处罚?第二,官方餐饮数据与企业对接,浦东新区、长宁区、闵行区已实现,他们市场监管部门把现在有证的、线下的实体餐饮企业的信息都交给“饿了么”或者“大众点评网”对接。
