　　6月1日下午，山西晋城市公安局向澎湃新闻（www.thepaper.cn）透露，晋城监狱刑满释放人员程幼泽等人聚众扰乱公共场所秩序，截至目前共抓获包括程幼泽在内的14名违法犯罪嫌疑人。晋城警方称，该局查明了程幼泽等人的违法犯罪事实，案件正在依法侦办中。

　　5月27日，在晋城市召开的打黑除恶专项斗争进行再动员、再部署会议上，晋城市公安局通报称，程幼泽绰号“程三”，曾先后三次被判刑，在5月23日刑满释放当天，100余名社会闲杂人员在监区外列队聚集、燃放鞭炮，摆宴聚餐，聚众扰乱公共场所秩序。

　　通报称，案件发生后，山西省公安厅高度重视，专门委派刑侦总队领导和专家指导案件侦破工作，晋城市公安局成立“5·23”专案组，抽调精兵强将展开侦查；5月26日，依法将程幼泽刑拘，同时抓获9名违法犯罪嫌疑人。

　　在会上，晋城市公安机关还表示，将深入查找打黑除恶专项斗争中存在的问题和不足，并采取有力举措，将全面深入黑恶势力容易滋生的场所、行业以及治安乱点开展摸排工作,确保不漏一条线索和一起案件。

　　2014年山西全省推进打黑除恶专项斗争，晋城市打黑办曾于同年10月召开新闻发布会，对外宣布全市政法机关各部门同步开展“打黑除恶”专项斗争，并设立“打黑除恶奖励基金”，鼓励群众积极检举揭发涉黑涉恶违法犯罪线索。

　　晋城市公安局透露，晋城“打黑除恶”专项斗争主要瞄准五类黑恶势力从严打击，即侵害、威胁基层政权建设，操纵把持基层政权，插手、破坏农村基层选举、征地拆迁的黑恶势力和破坏农村发展、涉足基层政权、危害当地治安的黑恶势力；盘踞在矿产、建筑、交通、物流、风景旅游景区等重点行业和领域，实施垄断经营的黑恶势力；侵害群众利益、欺压残害百姓的宗族恶势力和危害一方的乡霸、村霸、地霸、路霸、街霸、市霸等黑恶势力以及带有暴力色彩的集团型犯罪；操控娱乐场所，从事黄、赌、毒、枪等犯罪活动的黑恶势力；非法放贷、暴力讨债、“职业医闹”“地下出警队”等黑恶势力。

　　晋城市公安局相关负责人说，2015年以来，全市公安机关共打掉恶势力犯罪团伙18个，抓获团伙成员147名，破获各类刑事案件263起。全市社会治安秩序持续稳定，人民群众安全感和满意度连续四年在山西全省排名第一。
