“完善人才科研经费管理办法。探索实行充分体现人才创新创造价值和特点的经费使用管理办法，下放科研项目部分经费预算调整审批权。”这是中央印发《关于深化人才发展体制机制改革的意见》（以下简称《意见》）中的内容。
《意见》着眼于破除束缚人才发展的体制机制障碍，从广大人才最期盼的事项改起，从制约人才发挥作用最突出的问题改起，从各地各部门能够达成共识的环节改起，旨在解放和增强人才活力。科技部此番新政无疑是对《意见》的落实。

王志刚指出，今后相关规定将尽可能考虑符合科学研究的规律和活动特点，让科研人员和承担科研项目任务的单位有更大的自主权。而这一变化的直接影响，就是让科研人员可以把更多心思放在专业上，更安心地从事科研。
管理要刚柔并济，确保经费花得出，更用得好。不可否认，管理漏洞成了腐败的温床，导致科研经费大量流失，因此加强刚性约束非常必要。但科研活动不是车间生产，灵活性较强，需要柔性化的管理。不同学科对人员、仪器设备的要求也不尽相同，切不可按照相同的模式进行“一刀切”式的管理。
