　　【独家】关于马里遇袭，我们专访了一位中国维和战士

　　5月30日，联合国维和部队在非洲国家马里的营地遇袭，造成1名中国维和队员牺牲、4名队员受伤。牺牲的中国战士申亮亮，年仅29岁。事后，“基地”组织北非分支“伊斯兰马格里布基地组织”宣称对袭击事件负责。

　　消息一出，举世震惊。6月1日，中国军队工作组代表习近平主席、中央军委奔赴马里进行慰问；同期，外交部也表达了对恐怖袭击事件的态度。

　　中国在联合国维和行动中正扮演着越来越重要的角色。平时，这些勇士远赴海外，普通人听到他们消息的机会并不多，而他们却面临着许多常人难以想象的艰难险阻。

　　在这个悲伤的时刻，我们请到了一位今年刚从维和行动中归来的岛友贝雷君，请他为我们讲述一些关于马里、关于海外维和的故事。

　　1、侠客岛：马里是一个怎样的国家？为什么联合国的维和部队会在这里遭遇恐怖袭击？

　　贝雷君：马里是一个政府治理能力很弱的国家，陷入严重分裂。在那里，不光是北部图阿格雷人有分裂要求；在政府方面，也是矛盾重重。

　　之所以马里局面恶化到了这个地步，主要原因就是两年前镇压分裂武装的政府军对于政府不满，哗变后返回首都推翻政府造成的。

　　这次袭击主谋是极端主义恐怖组织，跟图阿格雷人还不完全是一回事。分裂主义武装有政治诉求，在不是很受到挤压的情况下，也不会有招惹联合国力量的动力。但极端主义则是借用北部伊斯兰分裂势力造成的乱局，想用恐怖袭击打击联合国支援马里政府重建政治架构的努力，最后让分裂形成大势，自己趁火打劫。

　　一位战友描述称，当时牺牲的这位中国战士正在出站哨。在营地门外爆炸的汽车炸弹，将现场炸出了两米多的深坑。袭击发生时，正是官兵准备就寝的时候。前方消息说，伤员已经转移到塞内加尔首都那边的三级医院进行救治了，马里当地的二级医院处理不了。

　　听到这样的消息，我们都很难过。因为这些牺牲的战友，我们也会更加坚强、更加努力地执行任务，维护好祖国的形象。

　　同样，这次马里袭击也提醒了我们新的威胁：联合国人员成为袭击目标，这是不同于以往的新的安全威胁。如何区分恐怖分子和一般有政治诉求的武装分子，这是摆在我们面前的一道难题。

　　2、侠客岛：印象中，前段时间也有中国商人在马里遇害的消息。

　　贝雷君：是的。马里的重建重点，就是在考虑修复一条旧有的达喀尔-巴马科铁路。这条铁路主要用于输出法属西非内陆地区的花生、棉花、古姆胶、畜皮等物产，1924年通车，和法属印度支那铁路及滇越铁路一样采用米轨。从塞内加尔的达喀尔到马里的卡伊（Kayes）是复轨铁路，其余路段是单轨铁路。中铁建员工就是去马里商谈这条铁路的改造事宜时遇袭的。

　　3、侠客岛：中国目前在海外维和承担着哪些任务？为什么要参加联合国维和任务？毕竟在普通人看来，这是一项既花钱、又危险的任务。

　　贝雷君：中国目前在刚果，马里，黎巴嫩，苏丹-达尔富尔，南苏丹，利比里亚派驻了维和部队，在利比里亚，南苏丹，塞浦路斯派有维和警察，其他大多数任务区都派驻了维和军事观察员。

　　维和行动是联合国作为集体安全组织的一个重要职能，虽然是一种妥协造成的临时现象，但却是联合国最为直接和行之有效的手段。按照联合国的宪章和相关条约，我们即便是不派出部队，分担维和摊款也是义务。美国就是只派出军事观察员和司令部参谋军官，但是一样承担了最大份额的摊款。

　　全球化世界中，没有人可以独善其身。阿富汗和发源于伊拉克的ISIS都说明，如今的世界中，一个国家政府治理失败，不再是仅仅一个国家的灾难，而是会好像瘟疫一样扩散开来。过去非洲国家在这一点是最为明显的。

　　4、侠客岛：在海外维和是怎样的一种生活状态？

　　贝雷君：维和生活是一种非常辛苦的工作，危险性当然无处不在，但并非所有的任务区都属于那种处处危机的。维和任务区建立时间较长，当地政府在联合国的支援下行政治理能力提高后，社会就逐渐稳定，最后联合国维和特派团也会撤出，变成政治性顾问援助团。过去的波黑、东帝汶、塞拉利昂等地就是成功的例子。

　　维和生活第一要务，就是“如何活着”。一个久经战乱的国家，一切都是失灵的，水、电、卫生、饮食等我们平常想不到的问题，其实在那里都是严重的挑战。想想看，发电机只要停转三分钟，你就回到了一百年前的世界，这是一种什么样的生活？

　　有些地方治安环境是很恶劣的。比如我的战友当时在海地，当地民间拥有枪支很多，从联合国每日情况通报里面，以及在执勤的时候都能够感受到，基本上每天碰到枪击事件。所以只要出营区，就是防弹衣、防弹头盔，坐的是防弹装甲车，携带制式武器加弹夹，总共加起来20多公斤。

　　武装分子的炸弹和子弹可以用坚固设防的营地、装甲车、武装直升机和防弹衣对付，可是小小的蚊子就是一个无处不在的可怕存在。蚊子传播的疟疾初期很容易被忽略为感冒，如果不幸是恶性疟疾甚至脑疟，几小时后就可能生死永隔了。

　　前阵子不是有部流行的韩剧《太阳的后裔》吗？里面维和人员裸露上身跑步的场景，在非洲基本不可能的。那边蚊子多到什么程度？晚上的时候，几乎随手就可以抓到，往身上撞的。对了，在这里，一定要感谢下屠呦呦女士，维和战士人手一包的青蒿素，都被视为“救命丹”，这是她的巨大贡献。

　　像我们在非洲维和的，就连清洁水源都是问题。还有，即使是旱季40度高温，在赤道的阳光下，我们也是穿长裤长袖作战服和高筒靴的。有的兄弟在丛林里巡逻回来，脱鞋时候，靴子帮上掉下来两个小牙，根本不知道是什么毒蛇咬上去的。所以我们基本早上起床第一件事，就是抖一抖鞋，看看里面有没有蛇啊、蜥蜴啊钻进来。

　　还有就是路况非常差，所以翻车也是常有的。看看下面的图片你就明白了。

　　5、侠客岛：非洲当地人民对中国维和部队是什么印象？

　　贝雷君：中国维和警察纪律严明，跟当地一般老百姓关系非常好的，走在路上经常会有老百姓给我们打招呼。在非洲，很多地方都是与世隔绝的，很少见到外人。在那里，每次我们离开，村民总是会自发的送到直升机的起降点，然后，直到飞机飞很高了，他们还不愿意走，一直在下面目送。

　　6、其实不光是维和，中国近年来走出去的力度也很大。你有什么想对他们说的话吗？需要注意哪些事情？

　　贝雷君：中国现在在非洲投入很大，很多同胞在非洲开拓经营。不论国企私企，他们都是勇敢的先行者，也是向非洲乃至世界展示我们中国大国实力和帮助我们经济转型的先遣队。但是我们国人确实面临一些无序的现象。企业对于当地环境评估不足，情况不了解，带有相当的盲目性。

　　在这一方面，我们政府一方面应该积极引导，不光是外交部门强化领保职能，其他政府机关尤其是商务部等应该转变思维加强服务意识。不能还拿着衙门作风，在使馆里等着大家主动注册，也不能仅仅依靠国企搞一个商会，对于民企就放任不管，或者只想着抓现成的华人自发社团，宗亲会 同乡会什么的，未来可能带来侨务和法律风险。

　　从安全上，我们应该更多的派驻警务参赞，加强对当地法律和社会调研，学习美国使馆的地区安全办制度，向国人一视同仁的提供安全法律基本服务。
