为了维护公共安全，公民有时需让渡隐私权等，但这不意味着公共政策制定者可随心所欲。
那么，如何平衡安全和隐私？
出租车公司不能碰监控录像只有警方能调用

出租车上的摄像头，对于犯罪更多的是威慑和追溯作用，不能阻止犯罪的发生，而且如果是有预谋犯罪，破坏摄像头也不是什么难事。况且，现在信息泄露已经到了人人自危的地步，如果出租车司机、出租车公司和交通部门都能调用数据信息，而且“出租车上的录音、录像数据需同步，且在本地存储的容量可满足录像存储不少于7天”，怎么来确保信息安全和司机、乘客的隐私？不是出租车公司和交通部门努不努力的问题，而是一个不封闭的系统，根本不可能做到对隐私的严密保护，而且系统的不封闭对于发挥摄像头的作用没有任何意义。所以，即使确定要装，关闭录音功能和直接接入警察系统也是必要动作。
出租车里能不能装摄像头，涉及公众安全和隐私，没有得到充分讨论之前不能贸然行动。既然出租车摄像头的使命是保障市民的人身和财产安全，即使要装，也要最大程度地保障乘客隐私，让最专业也唯一有执法权的警方来担起责任，切勿越俎代庖，出了事的时候千万不要恰好坏了。
