　　中国网6月4日讯（记者张艳玲）“未来5年内，中国将成为世界社会企业第一大国。谁将养老、健康、教育、环保、垃圾处理、家政服务等行业做好，谁将是赢得先机的社会企业。”6月3日，中国社会企业与社会投资联盟（简称“社企联盟”）执委会主席、南都公益基金会理事长徐永光在北京表示。

　　什么是社会企业？对此，中国社企联盟执委会成员、亿方公益基金会副理事长陆景锴表示，社会企业必须是企业，兼顾社会属性和社会使命，用商业手段解决社会问题，具有可持续性、前瞻性的发展模式，并且可以复制，还要比一般的商业企业更加公开透明。中国的社会企业符合国家提出的“大众创业万众创新”的“双创”特点，是要把“饼”做大，而不是独占，要让更多人参与。

　　针对社会企业有很多问题需要探讨，比如要不要认证，是否能分红，是否需要免税等，对此，徐永光认为，社会企业不需要认证，也不需要免税，但可以分红。

　　“教育、环境、养老、医疗、有机农业、安全食品、社区发展等行业与政府税收优惠政策是交叉的，其中，对农业、环保等企业是免税的。从事这些行业的企业，政府是鼓励的，所以，提免税没意义。”徐永光解释。
