根据怀化市纪委《关于姚希亮顶风违纪严重干扰换届工作案件的通报》，2016年5月22日，署名“申义、梁正明”的网民在天涯论坛等网站发帖《关于侯桥训等人在换届考察中严重违纪的举报材料》。对此，怀化市委、市纪委高度重视，根据市委主要领导批示，市纪委迅速组织力量进行调查。查明该网帖系会同县人大常委会原主任、正处级退休干部姚希亮所写，网帖反映的问题不属实，是一起顶风违纪、严重干扰换届工作的案件。

5月21日，姚佳良将5份举报材料分别寄给相关部门；当晚，受姚佳良委托，中方县委610办张玲艳将举报材料发至天涯论坛等网站。5月22日，姚佳良通过微信将举报材料进行转发扩散。5月23日，得知有关部门在调查网络发帖事件后，姚希亮违反政治纪律，与涉案人员串供。
怀化市纪委通报称，姚希亮案件严重违反了党的政治纪律、组织纪律，性质恶劣，影响极坏。怀化市委坚决贯彻落实中央和省委关于换届纪律的要求，对违反换届纪律的案件坚持露头就打、动辄则咎，及时果断地对姚希亮案件进行了严肃查处、严厉问责。
