2006年7月，李建民从吴起县调到彬县任职，一直到2015年2月离开，在那工作了9年。
2006年之前，彬县还顶着“国家贫困县”的帽子。在这里，李建民展现了清晰的思路和超前的眼光，仅用4年就带领彬县成为陕西十强县。
当时，彬县的县委县政府办公楼有近30年的楼龄，楼内门窗破烂、桌椅陈旧、墙皮脱落、厕所渗水。“办公条件差，一点面子都没有！”不少公务员都抱怨过当时的办公楼，盼着李建民能拍板拿钱翻修一次。

在这一发展思路之下，彬县教育异军突起，在陕西省率先化解了“普九”债务，实施了从幼儿园一直到高中的15年免费教育政策。
彬县的穷困还与泾河泛滥有关。泾河从彬县穿城而过，两岸常年没有河堤，大小水灾年年有。李建民亲自带队考察之后，决定斥资3.2亿元启动防洪工程。贫困县花这么多钱筑堤，随即引来了铺天盖地的质疑。争议还没停止，一场大暴雨就给了彬县人答案。2010年7月23日暴雨突袭彬县，水位已经超过1米，眼看县城就要被毁。晚上10点，李建民站在齐胸深的洪水中调度挖掘机、铲车，迅速疏通了3条通往泾河的支流。个把小时之后，城区的洪水就全部泄走，新修建的河堤在考验中岿然不动。
