　　6月1日晚8点，中原区执法局执法队员在航海西路办事处门口集结，中原区执法局副局长、大队长张金坤带队巡查。城市精细化管理以来，这是他们每天晚上必不可少的工作内容。

　　河南商报记者跟随他们，沿着汝河路一路向东。“如今这条路上基本没有占道经营，除了汝河小区北门的一家饭店，总是抱着侥幸心理。”张金坤说，执法队员已经对这家店面下达了责改通知。

　　晚上8点半，执法队员来到这家店面门前，同时赶到的还有一男一女两名工作人员，原来，他们是专门负责对执法过程进行网络直播的。

　　只见两人各拿一部手机，对执法过程进行全程录制，同时通过移动网络平台进行视频直播，并用文字进行注解，告诉网友执法的时间地点以及所发生的一切。

　　河南商报记者打开手机上的网络平台，看到了眼前发生的一切：执法队员赶到，店主赶忙收拾门前的桌椅板凳，同时劝说食客转到屋内。与此同时，张金坤对该店主大声告知，本次执法行为通过网络平台进行视频直播，并告知店主占道行为违反城市管理相关条例。

　　网友“正义哥”说，郑州人的生活习惯也在慢慢改变，很少能在外面听到划拳的声音，相信通过一段时间的治理和改变，郑州的环境会越来越好。

　　网友“小蜥蜴222”说，城管确实很辛苦，还总不被人理解，希望通过网络直播的方式，让更多人看到执法的全过程。

　　也有网友表示，现在科技这么发达，早该用网络直播这样的方式了，既可以威慑违法占道的商贩，又可以有效监督城管队员，切实做到文明执法。

　　“从郑州推行网格化管理以来，我们一直在城市精细化管理上想办法搞创新。”张金坤说，通过网络直播，可以让市民监督执法队员，也可以让市民了解城市管理的规则，让执法过程真正公正、公开、公平。

　　接触城市管理工作这几年来，河南商报记者发现，郑州的城管无时无刻不在琢磨城市管理的方式和方法。

　　2014年12月，中原区执法局邀请300名大学生志愿者体验城管执法，对违法占道商户围观执法。

　　2015年11月，中原区执法局几十名城管走上街头，变身“收破烂儿”的，对辖区街头的破旧占道物品进行回收，净化市容市貌。

　　如今，他们又在城管方面率先尝试网络视频直播，让执法过程曝光在网络平台上。

　　“我们城管所做的一切都是为了让这个城市更好，也希望更多市民参与并理解城市管理工作的不容易。”中原区执法局局长苏保富说。
