6月6日至7日，第八轮中美战略与经济对话、第七轮中美人文交流高层磋商将在北京举行。可别小看了它们的影响力，这可是中美之间两个重要的对话机制。美国高级官员曾以“旗舰对话”来形容它们在中美关系中的重要程度。那么，它们究竟是从何而来,涵盖哪些内容,又会达成什么样的成果呢？
话说中美“旗舰对话”的由来
作为世界上最大的发展中国家和发达国家，中美两国建立重大事项定期沟通对话机制十分必要。在两国元首的倡导下，中美“战略对话”“战略经济对话”和“人文交流高层磋商”应运而生。

中美战略经济对话于2006年9月在北京启动，每年举行两次。与“战略对话”不同，“战略经济对话”侧重战略和经济层面的交流,而前者侧重于战略和政治层面，二者是彼此独立的对话机制。
2009年4月，中美战略对话与中美战略经济对话合二为一，形成了中美战略与经济对话机制。别看只是多了一个“与”字，同以往的机制相比,中美战略与经济对话级别最高、参与部门最多、讨论议题最广，为两国加深了解、扩大共识、管控分歧、增进互信、促进合作提供了独特平台。
再说说离我们更近的一个机制。中美两国政府在2009年11月决定建立中美人文交流高层磋商机制。2010年5月25日，中美人文交流高层磋商机制成立仪式暨第一次会议在北京举行。
可以看出，这三个机制最开始是独立存在的，开会时间也各不相同，都在各自的领域发挥着重要的作用。
2014年7月开始，人文交流高层磋商也与中美战略与经济对话同步召开。从此，中美“三轨”齐转，形成两国各界人士集中沟通交流的崭新平台。
“旗舰对话”怎么开：主要看气质
中美“旗舰对话”的重要性，从阵容上就可见一斑：两国高级官员以各自国家元首特别代表的身份主持会议，这样的高规格相对其他双边机制可谓独树一帜。2014年，习近平主席出席了第六轮中美战略与经济对话、第五轮中美人文交流高层磋商的联合开幕式并致辞。
主持中美战略与经济对话的一般是中方负责外交与经贸的高级官员同美国国务卿和财政部长，中美人文交流高层磋商由中方负责教科文卫体的高级官员和美国国务卿共同主持。参与对话的包括双方外交、财政、教育、科技、农业、体育等部门的官员以及商业巨头 文体明星等。

战略对话主要针对增进两国战略互信、加强中美新型大国关系建设、在重点问题上聚同化异以及共同应对重大国际地区和全球性问题。
经济对话则涉及强化经济政策合作、促进贸易投资、提升全球合作、推动金融改革等多个方面。
人文磋商集中在教育、科技、文化、卫生、体育、青年、妇女等领域开展沟通交流，推动两国在这些领域进行创新合作
回头来看，中美对话与磋商囊括了两国之间几乎所有重要议题。从宏观经济政策、贸易投资、金融合作，到反恐、执法、两军和人文交流;从朝核问题、伊核问题等地区热点，到气候变化、能源安全、打击动植物非法交易等全球性问题，称得上是中美在内政、外交政策以及国际和地区事务间的一次全面“对表”。
听上去有点枯燥？事实上，会议期间，在“旗舰对话”的框架下会进行各种具体问题的交流和对口磋商，紧扣当前热点问题，十分接地气。
比如在2014年，面对全球气候变化问题和野生动植物走私盗猎问题，双方在战略对话框架下，就举行了气候变化政策对话以及打击野生动植物非法交易等对口磋商。

“旗舰对话”开出啥：成果超乎想象
说了这么多，大家最关心的恐怕还是：这样一个重量级的对话,最终会达成什么样的成果呢?
以2014年为例，两天的对话中，双方共达成300多项成果，其中战略对话116项，经济对话近90项，人文对话104项，真是一看吓一跳！300多项成果中，既有原则性的指导文件，也有十分务实的具体措施。
远的不说，中美在2014年11月起互颁10年期有效的商务、旅游签证，极大的方便了频繁往返于两国的人员。而这也是得益于两国在2014年达成的共识——探索显著延长旅游、短期商务旅行及留学人员签证有效期的新的对等互惠安排。

专家表示，两国的团队并不是利用这两天的会期才开始集中探讨各项议题,而是保持着365天每天24小时的热线沟通，会议是对两国平时交流达成共识的集中体现。真可谓“会上一分钟,会下一年工”。
除了深化合作的宗旨，中美对话与磋商还有一个重要的作用——“减压阀”。
双方的高层官员利用对话磋商平台聚在一起进行沟通协调，为一些重大、敏感问题提供了很好的讨论空间。双方通过坦诚的交流聚同化异，引导两国关系远离分歧，走向合作，让中美关系得以轻装前进。考虑到当下地区形势复杂敏感，美国国内政治因素等问题，双方面对面的交流对中美关系的进一步发展尤为重要。
