  女士们、先生们:


  你们好!对不起,由于近两天连续频繁的会谈,我的嗓子有点哑。


  我很高兴再次来到新加坡参加香格里拉对话会,我谨对伦敦国际战略研究所和新加坡政府的盛情邀请和热情款待表示感谢。借此机会,我愿与大家分享中国和中国军队致力于加强亚太安全合作、推进地区安全治理的政策理念、实践作为和倡议主张。


  当今世界正处在前所未有的历史性变革之中,世界多极化、经济全球化深入发展,全人类利益交融,命运相系。亚太各国兴衰相伴。本地区人口占世界的40%、经济总量占57%、贸易总量占48%,是全球经济发展速度最快、潜力最大、合作最活跃的地区。亚太各国携手共进。地区国家联合自强,东盟共同体建设取得具有里程碑意义的进展,区域合作形成全方位、多层次、立体化格局。亚太各国安危与共。当前亚太安全环境总体稳定,但强化军事同盟、加强军事部署给地区带来不安全因素,朝鲜半岛、阿富汗安全形势依然严峻,领土主权和海洋权益争端时有升温,恐怖主义、网络安全、核扩散等威胁上升。亚太各国文明交融。在我们所在的新加坡、在其他东盟国家、在亚太地区,处处可以感受到多元文明互容互鉴互通的勃勃生机。亚太各国守望相助。我们风雨同舟,共同应对恐怖主义、气候变化、自然灾害、疾病传播等跨国挑战。


  亚太地区和平、繁荣、稳定的局面来之不易,这是亚太各国和人民坚持和平发展进步,坚持平等相待、互利共赢的结果。今天,亚太各国已成为一荣俱荣、一损俱损,你中有我、我中有你的命运共同体。亚太的美好未来,既需要各国共同发展作为引擎来推动,也需要维护共同安全作为保障。为促进共同发展,中国提出“一带一路”倡议、成立亚洲基础设施投资银行、设立丝路基金等。为维护共同安全,中国倡导树立新型安全理念,走共建、共享、共赢的安全合作之路。前不久,中国国家主席习近平在亚信外长会开幕式上进一步提出了各国携手构建符合本地区特点的安全治理模式的倡议。从防务部门和军队的角度,中方认为促进亚太地区安全治理,各国应在以下方面共同努力:


  ——要把握和平与发展的时代主题,坚持安全治理的正确方向。以和为贵。和平稳定是大势所趋,发展繁荣是民心所向。只有各国都坚持走和平发展道路,世界和平发展的前途才能更有保障。要摒弃你输我赢、零和博弈的旧观念,坚持以合作取代对抗、以共赢取代独占,各国在追求本国利益时应兼顾他国合理关切,在维护本国安全时尊重各国安全,共同促进地区和平与稳定。


  中国军队始终致力于维护世界和平和地区稳定。中国是联合国安理会“五常”中派出维和人员最多的国家,贡献的维和经费已上升到世界第二位;我们正在积极落实习近平主席2015年9月在联合国维和峰会上的倡议,加快推进8000人规模维和待命部队建设。6月1日,我来参会之前,中国驻马里维和部队遭受恐怖袭击,中国军人1死5伤,目前受伤的人还在医院里。仅去年联合国就有129名维和人员为人类和平事业献出了生命。自2008年12月以来,中国海军护航编队在亚丁湾护航的6100余艘船舶中,有一半是外国船只。过去10年来,中国军队27次参与国际人道主义紧急救援行动,向24个国家提供了价值约12.3亿元人民币的紧急援助。我们积极为发展中国家防务建设提供不附加任何政治条件、力所能及的援助。


  当前,中国军队正在进行一场整体性、革命性变革,并裁军30万。我认为,中国军队目前相较世界先进军队差距较大,每个军人人均军费只有6万多美元,与美英法日等每个军人20至30万多美元相差甚远。所以中国军队必须推进改革、提高效益、加强建设、加快发展。中国高举和平、发展、合作、共赢的旗帜,始终奉行防御性国防政策。中国没有称霸的野心。改革后的中国军队,将提高自卫和防御能力,并为地区和国际和平与安全做出更多更好的贡献。


  ——要推动不同文明交流互鉴,筑牢安全治理的基础。亚太地区民族、宗教、文化多样,社会制度、发展道路、经济发展水平各异,对有关安全问题的认知和关切不尽相同。中国反对将恐怖主义与特定宗教文明挂钩,推动加强文明对话交流、包容互鉴,倡导和而不同,把文明多样性和各国差异性转化为发展活力和动力,使亚太地区成为不同文明和平共处、和谐共生的典范。


  中国防务部门和军队积极开展全方位国际交流与互利合作,与各国深化互信,不断丰富交流合作的内容形式。我们致力于构建“互信、合作、不冲突、可持续”的新型中美军事关系,救援减灾、维和、反海盗等领域交流合作持续深化。近期,双方正在为共同参加“环太-2016”军演做准备。中俄两军关系保持高水平运行,前不久两军举行了首次联合反导计算机演习,务实合作不断深入。中国与巴基斯坦军队按照两国领导人打造“中巴命运共同体”的重要共识,不断深化和拓展地区反恐合作。中国与印度军队和防务部门领导人半年内互访,共同推动两军关系进入新的发展阶段。中国与日本防务交流正在逐步恢复。


  ——要坚持在对话协商中互谅互让,创新安全治理的理念。弱肉强食有违时代潮流,穷兵黩武缔造不了和平,互谅互让才能带来稳定,坚守道义才能赢得持久安全。针对复杂的地区热点问题,有关各方要保持冷静、坚守和平、讲信修睦,通过建立规则机制管控危机,通过增进互信缓和紧张,通过政治手段化解危机,逐步推动问题解决。


  中国军队在坚决捍卫国家主权、安全和发展利益的前提下,致力于同有关国家妥善处理争议,共同管控风险,和平解决争端。中美两军完成了《海空相遇安全行为准则》,扩充了《重大军事行动相互通报机制》,双方海空军一线指挥员、飞行员间的交流进一步加强。中日防务部门正在共同推进建立海空联络机制。中印积极开展边防交往,共同维护边境地区安宁。中越防长前不久再次举行边境会晤,确认双方共建和谐边境。上周在老挝举行的中国—东盟防长非正式会晤上,中方提议2017年与东盟国家军队在中国湛江及其外海举行《海上意外相遇规则》、海上搜救和救灾联合演练。中国始终坚持朝鲜半岛无核化,维护半岛和平稳定,坚持通过对话协商解决问题。中方将与国际社会一道,全面完整执行联合国安理会有关决议,积极推动将半岛核问题拉回对话谈判解决的轨道。同时,我们坚决反对美国在韩国部署“萨德”系统、破坏战略稳定。


  ——要打造符合地区特点的安全架构,强化安全治理的机制。亚太各国应超越冷战思维,深化拓展不冲突、不对抗、不针对第三方、互利共赢的安全合作,走出一条“对话而不对抗、结伴而不结盟”的交往新路。应坚持相互尊重、协商一致、照顾各方舒适度的亚洲方式,加强地区各项安全机制协调,和衷共济、共应挑战,逐步形成适应亚太地区安全需求的合作格局。


  中国防务部门和军队积极参与地区多边安全对话与合作。我们与上合组织成员国一道深化防务合作,震慑“三股势力”,共同维护中亚地区安宁。中国坚定支持东盟在东亚区域合作中发挥主导作用。我们率先与东盟举行国防部长非正式会晤,全面参与东盟防长扩大会框架下各领域务实合作,积极为相关联合演练做出自己的贡献;从2017年起,中国将与泰国担任下一轮反恐专家组共同主席国,我们将与各成员国一道,共同推进反恐领域务实合作。同时,中国正在与巴基斯坦、阿富汗、塔吉克斯坦军队共同研究成立反恐合作协调机制,增强打击地区恐怖主义的力度。


  女士们,先生们!


  当前,南海受到各方关注。我想强调,长期以来,在中国和南海沿岸国的共同努力下,南海形势总体稳定,南海的航行自由也没有因为一些争议受到影响。我们在坚定维护领土主权和海洋权益的同时,始终坚持通过谈判协商和平解决争议,坚持通过规则和机制管控分歧,坚持通过合作实现互利共赢,坚持维护南海的航行和飞越自由,坚持维护南海的和平稳定。通过双边对话协商处理解决有关争议是中国同东盟国家的共识。中国同东盟国家有能力通过合作维护好南海和平稳定。域外国家应为此发挥建设性作用,而不是相反。


  当前南海问题升温,是由于个别国家为一己私利蓄意挑动而造成的。菲律宾提起的南海仲裁案,以国际法为幌子,其实质是否定中国在南海的领土主权和海洋权益,掩盖其非法侵占中国南沙群岛部分岛礁的行径。我要强调指出,中菲有关争议不适用仲裁方法。中菲已通过双边协议并在《南海各方行为宣言》中选择谈判协商这一解决方式。另外,领土主权问题不属于《联合国海洋法公约》适用范围,菲律宾所诉事项涉及的海洋划界争议等,已为2006年中国政府声明所排除。菲律宾单方面提起仲裁违背中菲协议,违背《公约》有关规定,违背国际法。这个仲裁庭是建立在菲律宾违法行为和非法诉求基础上的,不具有管辖权,仲裁结果对中国没有约束力。中国政府已多次表明,不接受、不参与仲裁,不承认、不执行裁决结果,这不仅不是“违反国际法”,恰恰是依法行使国际法所赋予的权利,是遵守和维护国际法的体现。


  我们也注意到,某些国家对国际法采取合则用、不合则弃的投机态度,一方面带头在南海实施所谓的“航行自由计划”,公然炫耀武力,一方面拉帮结派,支持其盟国对抗中国,压中方接受并执行仲裁结果。中方对此坚决反对。我们不惹事,也不怕事。中国不会吞下苦果恶果,不会允许自己的主权和安全利益受到侵犯,不会坐视少数国家将南海搞乱。我要重复去年我在这里讲过的话,中国人民和军队历来信理不信邪,服理不服霸。同时,我愿再次重申,中国的南海政策没有、也不会变。中国有智慧、有耐心通过和平协商谈判解决争端,也相信其他当事国有智慧、有耐心共同来走这条和平之路。非当事国不要为一己私利执意破坏我们的这条路。


  女士们、先生们!


  中国提出了“两个一百年”奋斗目标,正在努力实现中华民族伟大复兴的中国梦,这一梦想与亚太乃至世界各国人民的美好梦想是相融相通的,建设持久和平、共同繁荣的亚太大家庭是我们的共同心愿。


  我作为一名老兵,和各国军人一样,谋打赢是我的天职,保和平是我的心愿。我始终坚信,握手比攥拳好,掏心比掏枪好。两次世界大战给人类以悲惨和沉痛的教训,我们要以史为鉴,珍惜当今的世界和平,珍惜亚太地区来之不易的和平与稳定。


  随着世界经济全球化的深入发展,当今人类命运共同体的纽带更加紧密。让我们携起手来,推进亚太命运共同体建设,共同维护亚太安全、繁荣与稳定,给人类更加美好的明天。
