章先生1997年就来到北京打工。2001年，他在北京农商行花乡支行存入近7万元，后来活期改为定期。想着等孩子长大了，用这笔钱交学费。近日，他需要取出这笔钱，却因为身份证的问题被银行卡住了。
章先生说：“那时候存钱用第一代身份证，钱攒了不到7万，现在我要取钱，他们不承认第一代身份证和第二代身份证是同一个人。拿了户口本也不行。”
章先生告诉记者，他的身份证号前六位原为340825，代表安徽省安庆地区太湖县。更换第二代身份证时，由于行政区划调整，身份证号的前六位变成了342825。也就是身份证号码的第三位从0变成了2。“我的身份证跟别人的不一样，第一代号码开头是340，第二代是342，0变成了2，而且最后一位多了一个X。”
