北京通风廊道怎样建 大规模拆迁不会出现

  近期,国家发改委和住建部联合印发了《城市适应气候变化行动方案》,明确要求,“打通城市通风廊道,增加城市的空气流动性”。北京市规划委也成立了中心城通风廊道系统团队,其任务是在首都中心城区建设成一套完善的通风廊道网络系统,让中心城区与远郊区县之间更好地“换气”。


  “5条宽度500米以上的一级通风廊道”、“多条宽度80米以上的二级通风廊道”、“形成通风廊道网络系统”……都是规划中的内容。其中,5条一级通风廊道将北京市中心城区多座公园和大片绿地串联起来。昆玉河即被规划为西北部通风廊道中的一段。


  为规划建设北京的通风廊道,项目组研究人员在昆玉河地区选了3个地点进行模拟实测。结果显示,通风廊道对降低局地热岛效应、促进空气流通有一定效果,尤其是在峰值时效果更加明显。


  昆玉河连接了密云水库与北京城区引水渠的下游水道,从颐和园昆明湖通到玉渊潭八一湖,始末两端都有丰富的历史人文景观。“河边风景好,视野开阔,空气也挺好。” 家住海淀的马先生常常在昆玉河沿岸散步。


  “实际检测、计算机模拟计算的结果都表明,通风廊道可以发挥一定的作用。”北京市城市规划设计研究院规划研究室副主任何永说。


  事实上,在北京市规划建设的多条通风廊道中,存在一些“堵点”。“在未来通风廊道规划范围内,建筑物的高度、密度等都将严格控制。”何永解释,通风廊道的建设需要有开阔的空间,而不少高度较高、密度较大的建筑群落,会成为空气流动的瓶颈区。例如,位于东部两条廊道汇合处的十里河地区,拥有大量的批发市场以及临时建筑,即可能对通风廊道造成影响。


  对此,北京市规划委副主任王飞表示:“目前,北京的通风廊道还处于规划阶段,未来进入实施阶段后主要是基于现状严控增量。”也就是说,大规模拆迁现有建筑的可能性并不大。


  实际上,城市通风廊道的概念早已有之,不少城市都在规划和实践中运用过该设计。例如,上世纪70年代时,德国就把气候学和天气学引入城市规划的实践。德国慕尼黑每年夏天都有干热的焚风,该城市利用这一特点,建设了5条城市通风走廊,把周边区域冷空气引入市区,让焚风从城市中穿过,并把城市中既有的脏空气带出去,有效解决了城市空气问题。


  我国传统的城市规划也有相近的理念,主要是指在城市规划、建设过程中,留出一定空间的走廊,从而有利于污染物、城市内部热量的扩散,原理就像屋内的穿堂风。


  目前,中心城通风廊道系统研究团队是通过数据计算、路径寻优等科学方法来规划三级通风廊道。据王飞介绍,未来北京还将利用通风潜力较大地带,以提升建成区整体空气流通性。至20 20年,北京将可以全面建成中心城区市级绿道系统,形成中心城区绿道网的骨架。
