中国将向美国提供2500亿元人民币RQFII额度
中新社北京6月7日电  (记者 蒋涛 梁晓辉)中国官方7日表示，中国决定给予美方2500亿元(人民币，下同)的人民币合格境外机构投资者(RQFII)额度，将来在美国会有人民币清算行。
　　中国人民银行副行长易纲7日在出席中美战略与经济对话相关媒体吹风时，透露上述信息。
　　他说，今年中美经济对话取得丰硕成果，随着人民币国际化进程不断推进，人民币业务将在北美开展。
　　易纲表示，为扩大人民币跨境使用，推进中国资本市场开放，2011年底中国推出人民币合格境外机构投资者试点，允许符合条件的境外机构在批准的额度内，运用来自境外的人民币资金投资境内证券市场。
　　对于此次给予美国2500亿元的RQFII额度，易纲表示，中方高度评价美方小组和中方有关市场合作，将共同推进人民币业务在北美开展。人民币国际化是市场驱动的过程，市场对人民币业务有需求，货物贸易与对手方用人民币清算更方便，节约交易成本，用人民币投资可以节约有关企业的财务成本。
　　易纲说，中国的市场是开放的，对待各国金融机构是公平竞争、国民待遇，将考虑合格的外国机构在银行间市场做结算代理人和债券承销，将来会简化QFII(合格的境外机构投资者)和RQFII的审批程序。此外，在推动金融基础设施互联互通方面，中美双边合作取得积极进展。
　　对于人民币汇率问题，易纲表示，当前人民币汇率市场趋于稳定，市场预期比较清晰，认识到人民币汇率是以市场供求为基础、参考一篮子货币的有管理的浮动汇率，人民币汇率形成机制正变得更加稳定和透明。
　　谈到可能的美联储加息的影响，易纲说，如果美联储加息，说明美国经济走强，需求强劲，对中国来说是好事。同时，美国加息会带来美元进一步走强，全世界资金有可能流向美国。
　　“作为中央银行要从货币政策角度做好准备，同时对其加息的节奏、力度要有全面分析，以做好充分的准备。”他说。
