武汉青山区官员挪用公款理财 单位党委书记被追责
新华社武汉6月7日新媒体专电（“新华视点”记者李劲峰、梁建强）新华社“新华视点”栏目曾报道各地公款违规理财问题，这一乱象受到社会广泛关注。多地纪检部门陆续通报多起公款违规理财案件及处理结果。
　　“新华视点”报道曝光了武汉市青山区原政法委书记高玉奇，在青山区城建局任职时挪用巨额公款理财问题。湖北省纪委近期通报，青山区城建局党委书记对此事失管失察，且事发前获知此事，未采取有效措施补救被追责。
　　据纪检部门通报，2014年11月，湖北省委巡视组在青山区巡视时，发现青山区政法委书记高玉奇在任青山区建设局局长期间，擅自动用基建资金购买理财产品，并造成巨额亏损。
　　调查发现，高玉奇在2010年至2013年，为帮助在金融机构的儿子提升工作业绩，同时获取好处费，先后动用区建设局“闲置”的2020万元建设专项资金，违规理财亏损698.6万元。
　　湖北省纪委此次通报显示，对于高玉奇2010年初擅自动用2000万元违规购买理财产品，青山区城建局党委书记万来斌失管失察，没有及时发现问题；2012年，青山区审计局对高玉奇进行离任审计，万来斌得知此事后，没有及时向上级报告，也没有采取有效措施进行补救，造成严重后果。
　　万来斌落实党风廉政建设主体责任不力，导致其任期内该局多人发生违纪违法问题。青山区城建局副局长韩兵去年5月因严重违纪被立案调查处理，青山区城建局拆迁办主任方淳等5人因违规收受礼金分别被给予党纪政纪处分。2016年1月8日，万来斌受到党内严重警告处分。
　　此外，湖北潜江一名基层财政管理所干部存在挪用公款2430万元购买理财产品等问题被撤职。山东省金乡县羊山镇财政所原副所长高春荣，先后3次挪用公款380万元购买理财产品共获利5100元，被开除党籍并追究刑事责任。
　　财政部国库司有关负责人专门就财政资金监管、国库资金理财等向社会公布相关情况。
　　据介绍，国库资金采取国库现金管理方式理财。国库现金管理操作主要采取商业银行定期存款方式，在符合条件的商业银行范围内实行公开招标。为保证国库资金安全，国库现金管理存款银行在接受国库存款时，必须以可流通的国债和地方政府债券为质押。
　　此外，财政专户资金余额中占比最高的社会保险基金，在保证安全的前提下，按照国务院规定投资运营实现保值增值。行政事业单位银行账户中有一部分资金，主要是自有收入，除国家另有规定外，一般不得用于投资理财。
　　财政部国库司有关负责人表示，财政部将强化预算执行动态监控，减少财政资金支付的中间环节和现金使用；继续清理整顿财政专户和预算单位银行账户，研究将预算单位实有资金银行账户资金逐步纳入动态监控范围，进一步加强对单位银行账户的资金监管。
