  此前,中国国家统计局公布的数据显示,2015年全国城镇非私营单位就业人员年平均工资62029元。记者梳理发现,与这一数据相比,在已公布数据的21个省市中,仅有北京、浙江、江苏、广东4个省市超过全国平均水平。全国私营单位就业人员年平均工资39589元,在21个省份中,只有北京、广东、重庆、江苏、浙江5个省市超过全国平均水平。


  相关数据公布后,网络上不少人表示自己的工资未达到平均水平,“拖了后腿”。


  记者从国家统计局网站上获悉,统计数据中的“平均工资”一般指的是税前工资,而且不论是以货币形式支付的还是以实物形式支付的,均列入工资总额的计算范围。因此,这里的“平均工资”并非指人们平时拿到手的“实发工资”。


  此外,对于为什么很多民众感到自己“拖了后腿”,专家指出,工资分布属于典型的“偏态分布”,也就是少数人工资水平较高,多数人工资水平较低,这意味着,多数人的工资水平会低于平均工资。


  中国劳动学会副会长苏海南认为,要反映劳动者的收入水平,仅看平均工资是不够的。他举例称,如果工资平均数是五万六千元,而中位数只有四万九千元,就说明在工薪劳动者内部有多数人工资水平远低于平均工资水平。他建议参考国际上的做法,不仅发布平均工资水平,也发布工资中位数、高位数乃至低位数等。


  在21个省市的平均工资中,北京明显高于其他地区。其中,北京非私营单位就业人员平均工资为最低的河南的2.45倍,高出近6.6万元,这一差距在去年为6万元;北京私营单位就业人员平均工资为最低的吉林的2.11倍,高出近3.1万元。


  对于北京的“突出”表现,北京市统计局有关负责人表示,北京金融业、信息传输、软件和信息技术服务业、科学研究和技术服务业等高薪行业从业人员多。另外,北京“总部经济”的特点也使得高管集聚,对平均工资有“拉高”作用。


  此外,在所有公布数据的21个省份中,非私营单位的平均工资水平均明显高于私营单位。根据国家统计局的划分标准,城镇非私营法人单位包括了国有单位、城镇集体单位、联营经济、股份制经济、外商投资经济、港澳台投资经济等单位。(完)
