　　刘杰于当晚10点在该网上回信称，舆情已于5月24日看到，“此事确实造成了比较恶劣的社会影响。昨天我已经安排省厅刑侦总队和打黑办赴晋城市局，会同晋城市局开展深入调查。同时安排省司法厅和监狱管理局组织专人，对涉嫌违法犯罪的坚决依法惩处。”

　　因前述照片并未对该民警的姓名进行马赛克处理，有网友认为该照片的流出系泄密，或将威胁到该民警的安全。

　　晋城市公安局有关工作人员称，当地并非因该民警的这封信才严惩有关犯罪嫌疑人。该工作人员同时表示，他们将在侦查过程中严格保密措施，决不允许任何人泄露警务机密。

　　这个“程三”到底是什么人物，在当地能有如此巨大的能量？

　　法院判决书及媒体报道证实，程幼泽，1962年5月6日出生，今年54岁。根据2009年“程三”被捕时的一篇报道，程幼泽其实还只是其犯罪团伙的二号人物，团伙的一号头目名叫赵五庆，在澳门开有赌场，还涉足煤矿生意，2007年时在洗钱公司的资金流达1.5亿元以上。

　　2006年，赵五庆刑满获释，靠着以前组织赌博中隐匿下来的巨额资金，和同年出狱的程幼泽相互勾结，继续进行赌博犯罪活动。

　　在发展过程中，这个犯罪团伙由松散型管理逐渐向企业化管理模式转变，对成员进行统一管理，按月发放工资。团伙成员挥霍无度，生活极为奢靡，拥有宾利、雷克萨斯、奔驰等豪车，身上佩饰价值百万，甚至一条腰带价值万元……

　　从赌场设骗到暴力夺矿

　　山西智搏煤业公司的老板赵武智是赵五庆团伙瞄上的一条大鱼。赵武智自恃家底殷实，迷上了“刺激”的赌博。知道赵武智嗜赌成性，经过精心设局，经常光顾赌场的赵武智总能“巧遇”上赵五庆，并累计欠下赵五庆3500万元的赌债。

　　到2008年11月，赵武智的智搏煤业公司已缺乏资金运作。知道赵武智的困境后，赵五庆开始发难，要求其归还欠款。可当时赵武智手头没钱，得去借钱。这时赵五庆“好心”地向他推荐了二号头目程幼泽，说其可以放高利贷。就这样赵五庆、程幼泽和赵武智签订协议，6000万元借款加1800万高利贷利息。

　　2008年12月1日，赵五庆、程幼泽便以讨要赌债为由，将赵武智绑架在住宅和酒店等地14小时之久，期间对其实施威胁恐吓，最终强行霸占智搏煤矿。

　　赵五庆、程幼泽成为智搏煤业公司的老板，依然毫不收敛，多次违反国家关停、整顿煤矿的相关政策，非法购买爆炸物品，进行生产。在很短的时间内，煤矿生意如滚雪球般越滚越大，非法获利上亿元。
