清凉山隧道位于陕西省户县境内，全长12.553公里，是西成高铁自北向南进入秦岭的第一条长大隧道。隧道于2012年12月开工建设，隧道位于北秦岭褶皱带，区域性大断裂带贯穿东西，围岩破碎、失稳风险大，洞身下穿曲峪河，存在突发涌水风险。
由于该隧道穿越多种不良地层，施工中，建设单位把超前地质预报纳入施工工序，建立以超前地质预报工作为先导，以量测为依据的信息化施工管理体系，在隧道浅埋、滑坡及围岩失稳地段严格控制开挖进尺，做到“管超前、短开挖、强支护、勤测量、早封闭”，确保隧道施工安全。自2012年12月进场以来，经过1200多天不懈努力，终于实现隧道的顺利贯通。
西安至成都铁路客运专线位于陕西省南部和四川省中北部，行经秦巴山区，连接关中平原、汉中盆地和成都平原。线路北起西安，向南经汉中进入四川省境内。线路全长643公里，标准为双线客运专线，速度目标值250公里/小时，计划2017年底开通运营。
该专线为国家中长期铁路网规划中新建太原——运城——西安——汉中——绵阳铁路的一部分，与大西高铁共同形成华北至西南地区的新通道。建成后，西安至成都将形成3小时经济圈。
