会议指出，户口清理整顿工作开展以来，全国公安机关共清理注销重复户口296万个，清理人口信息无相片人员1665.5万，公民身份号码重号人数已由2009年的171万人减至10人，由历史原因形成的公民身份号码重号和重复户口等问题基本解决。

记者从公安部8日召开的深入推进户口登记管理清理整顿工作第四次电视电话会议上获悉，户口清理整顿工作开展以来，全国公安机关共清理注销重复户口296万个，清理人口信息无相片人员1665.5万，公民身份号码重号人数已由2009年的171万人减至10人，由历史原因形成的公民身份号码重号和重复户口等问题基本解决；今年前5个月，全国公安机关共摸排无户口人员109万余人，为74.6万无户口人员办理了户口登记。公安部党委副书记、副部长黄明在会上强调，各地公安机关要在现有工作的基础上，继续扎实抓好户口登记管理清理整顿各项工作措施的落实，深入解决问题，健全工作机制，确保如期保质实现全国户口和公民身份号码准确性、唯一性、权威性目标。
据了解，经过之前的不懈努力，户口、身份证面广量大的“错、重、假”问题得到解决，伪造买卖户口违法犯罪得到坚决打击和有效遏制，户籍管理信息化建设取得新突破，户籍管理规范化建设取得新进展，为全面完成户口登记清理整顿工作任务打下了良好基础。
黄明指出，深入推进户口登记管理专项清理整顿工作一抓3年，现在还有半年多时间，要集中力量狠抓完善机制和检查验收工作。各地不仅要看到清理整顿取得的成绩，还必须清醒地看到，目前，仍有一些深层次的问题没有解决，由于一些地方管理基础薄弱，管理机制不够健全，还会出现这样那样的问题，仍然处于问题多发期，对此，各地要充分认清推进户口登记管理清理整顿工作的复杂性、艰巨性，以对人民群众高度负责的精神，及时发现和认真解决每一个问题，并切实把行之有效的制度措施健全起来、固定下来，努力为建立新型户籍制度打下坚实基础、创造良好条件。
黄明要求，各级公安机关对查办户口案件一刻也不能放松，必须始终保持严打高压态势，主动发现线索，通过多种方式开展侦查，坚持找着打、追着打，发现一起、查处一起，向全社会表明查处打击买卖户口违法犯罪的坚定决心。要发动群众举报，对举报有功人员要视情予以奖励，同时要严格为举报人保密；对因隐瞒不报被清理或举报发现的，坚决依法依规追究相关人责任。同时，要进一步健全完善人像比对技术应用机制、常态化技术监管机制、纠错机制，努力从制度上堵塞漏洞、消除隐患。要进一步转变工作作风，向社会公布群众关心的事项，让民警自觉在“玻璃房”里“阳光作业”，自觉接受社会监督。
黄明指出，各级公安机关要充分发挥职能作用，与有关部门密切配合，切实把解决无户口人员落户问题这件顺民意、惠民生的好事办好。未出台落实《国务院办公厅关于解决无户口人员登记户口问题的意见》具体实施办法的地方，要抓紧制定具体办法，进一步细化工作措施。要集中开展无户口人员摸底调查，彻底摸清本地区无户口人员数量、分布及产生原因等基本情况。要及时办理落户，不允许为公民登记户口设置障碍，不允许人为造成新的无户口人员问题。
