公安部有关负责人介绍，自2015年11月部署开展居民身份证异地受理、挂失申报和丢失招领“三项制度”工作以来，10个试点地区深入开展一对一跨省异地受理试点，22个省份全面启动了居民身份证省内异地受理工作，目前已累计办证170万张；全国共设立挂失申报和丢失招领窗口3万余个，已受理挂失证件640余万张，收到群众捡拾证件4万余张。
附居民身份证异地受理挂失申报和丢失招领相关细则：
2015年11月，公安部印发《关于建立居民身份证异地受理挂失申报和丢失招领制度的意见》，明确离开常住户口所在地到其他省区市合法稳定就业、就学、居住的公民，本人可到居住地公安机关居民身份证异地受理点申请换领、补领居民身份证，申请换领的交验居民身份证，申请补领的交验居民户口簿或居住证，凭领证回执到异地受理点领取证件。
意见还明确，异地受理不增加制发证周期和任何收费。公安机关自公民提交申请之日起60日内发放居民身份证，有条件的地方可以根据实际情况缩短制发证周期。异地受理与户籍地受理一样，只需缴纳证件工本费，有效期满换领居民身份证的，证件工本费20元，损坏换领、丢失补领的，证件工本费40元。
