　　这是记者从公安部8日召开的深入推进户口登记管理清理整顿工作第四次电视电话会议上获悉的。据介绍，经过公安机关不懈努力，户口、身份证面广量大的“错、重、假”问题得到解决，伪造买卖户口违法犯罪得到坚决打击和有效遏制，户籍管理信息化建设取得新突破，户籍管理规范化建设取得新进展。

　　公安部党委副书记、副部长黄明说，深入推进户口登记管理专项清理整顿工作一抓3年，现在还有半年多时间，要集中力量做好完善机制和检查验收工作。目前，仍有一些深层次问题没有解决，一些地方管理基础薄弱，管理机制不够健全，仍然处于问题多发期。各地公安机关要继续抓好户口登记管理清理整顿各项工作措施的落实，深入解决问题，健全工作机制，确保如期保质实现全国户口和公民身份号码准确性、唯一性、权威性目标，为建立新型户籍制度打下坚实基础、创造良好条件。

　　黄明表示，对查办户口案件一刻也不能放松，必须始终保持严打高压态势，主动发现线索，通过多种方式开展侦查，发现一起、查处一起，向全社会表明查处打击买卖户口违法犯罪的坚定决心。要发动群众举报，对举报有功人员视情予以奖励，严格为举报人保密；对因隐瞒不报被清理或举报发现的，坚决依法依规追究相关人员责任。进一步健全完善人像比对技术应用机制、常态化技术监管机制、纠错机制，从制度上堵塞漏洞、消除隐患；进一步转变工作作风，向社会公布群众关心事项，让民警自觉在“玻璃房”里“阳光作业”，自觉接受社会监督。

　　另据介绍，今年前5个月，全国公安机关共摸排无户口人员109万余人，为74.6万无户口人员办理了户口登记。

　　黄明说，各级公安机关要与有关部门密切配合，把解决无户口人员落户问题这件好事办好。未出台落实《国务院办公厅关于解决无户口人员登记户口问题的意见》具体实施办法的地方，要抓紧制定具体办法，进一步细化措施；要集中开展无户口人员摸底调查，摸清本地区无户口人员数量、分布及产生原因等；要及时办理落户，不允许为公民登记户口设置障碍，不允许人为造成新的无户口人员问题。
