这几天，湖南省纪委连续通报多起违反换届纪律的典型案例，这对父子就在其列。
“足智多谋”的父亲是一位正处级退休干部——怀化市会同县人大常委会原主任姚希亮。在县委换届选举前夕，通过与县委组织部副部长交谈，姚希亮预判儿子姚霁恒“希望不大”，于是亲手捏造了举报材料，揭露会同县选举中“黑幕”。企图打压竞争者，以便儿子异军突起。
半个月前，姚希亮炮制的举报材料开始在天涯等网站传播。这份千余字的网帖没有提供任何证据，行文充斥着“丑恶面目”、“当面吹捧拉拢、背后指使煽动”等言辞。除了在网站上发表，姚希亮还让侄子匿名寄送给相关部门，并在微信上转发扩散。
纪检部门迅速查明，网帖反映的问题不属实。6月2日，怀化市纪委决定给予姚希亮留党察看二年处分，按主任科员重新核定退休费；会同县委免去姚霁恒坪村镇党委书记职务，取消其县级后备干部资格。

对于换届工作，湖南如此严阵以待，是因为确有前车之鉴。
2012年底到2013年初，在湖南衡阳市差额选举省第十二届人大代表的过程中，发生了以贿赂手段破坏选举的案件。据公开报道，衡阳市当选的76名省人大代表中，有56人送钱拉票，平均每人送钱近200万元。全部参会的527名衡阳市人大代表中，有518名收受钱物，共计1亿余元，

今明两年，全国省市县乡领导班子将陆续换届。换届风气是一个地方政治生态的“晴雨表”，直接关系换届工作成败。今年3月，中组部召开了全国干部监督工作座谈会，强调要严肃查处问责，坚决查处拉帮结派、拉票贿选、买官卖官、跑官要官、造假骗官、说情打招呼、违规用人、跑风漏气、干扰换届等行为。各地党委和组织、纪检等部门也将把好换届关作为今年重点工作，一方面严抓换届工作环节，另一方面加大了违纪通报力度，震慑力度十足。
为政之要在于用人，人没用好，对于党和政府的形象损害极大。今年落马的河南省委原常委、洛阳市委原书记陈雪枫被通报有“为谋求职务升迁在民主推荐中拉票”的行为，辽宁省委原常委、政法委书记苏宏章则被曝为升常委向上级领导送礼。高级官员出事后暴露出这些问题，让人震惊，也从一个侧面说明了抓好换届纪律的重要性：该严管的环节没管好，是对党的事业不负责，对人民赋予的权力不负责，也是对干部个人不负责。
