　　各方承诺将继续全面有效落实《宣言》，深化海上务实合作，共同维护南海的和平与稳定。各方深入讨论了拟提请中国与东盟国家外长发表“全面有效落实《宣言》的联合声明”问题，同意加快工作进度，争取尽早达成共识。

　　在“准则”磋商方面，11方承诺将尽早落实“早期收获”相关成果，加快制定“中国和东盟国家应对海上紧急事态外交高官热线平台”指导方针。各方共同探讨如何在南海地区更好发挥《海上意外相遇规则》的作用。

　　11方重申了在协商一致的基础上早日达成“准则”的共同意愿，表示将继续努力加强海上务实合作，增进彼此互信，妥处分歧，排除干扰，携手维护南海的和平稳定和地区的繁荣发展。(完)
