6月8日上午，德州市原副市长黄金忠贪污、受贿一案在济南市中级人民法院公开开庭审理。黄金忠因2015年4月26日被纪委调查时畏罪跳楼而被称为“跳楼副市长”。经过一年多的治疗恢复，他已能够自行走路，但仍显跛态。
“爆三样”(微信公众号：sdbaosanyang)的样哥看到，庭审临近结束时，黄金忠声音洪亮、痛哭流涕地做了至少5分钟的最后陈述。他当庭表示认罪悔罪。
他说，25年前，他母亲就嘱咐他“别贪钱”“别搞女人”，但是恰恰在这个问题上，他犯了罪。

6月8日上午，济南市中级人民法院公开开庭审理了德州市人民政府原副市长黄金忠(副厅级)贪污、受贿一案。
济南中院官方微信称，检察机关指控：2004年至2014年，被告人黄金忠利用担任山东省禹城市市长、市委书记、德州市德城区委书记、德州市副市长的职务便利，侵吞公款、房产，数额巨大;利用职务便利，为单位和个人在公司经营、职务晋升、工作安排等事项提供帮助，索取或非法收受单位和个人给予的财物，数额特别巨大，应以贪污罪、受贿罪追究黄金忠的刑事责任。
黄金忠被很多人称为“跳楼副市长”。2015年4月28日，德州新闻网发布消息称：4月26日上午，黄金忠在行政中心综合楼10楼走廊跌入9楼天井平台摔伤，目前正在医院治疗，无生命危险。
正义网报道称，黄金忠摔伤的原因是：4月26日，山东省纪委前往德州对黄金忠进行调查。当天上午，黄金忠被省纪委工作人员堵在位于德州市政府办公楼的办公室内。黄金忠畏罪，从办公楼10楼跳到9楼，将双腿摔断。“跳楼副市长”的称呼由此而来。
公开简历显示，1956年出生的黄金忠是临邑县人，18岁时成为下乡知青，在临邑学习工作至2001年，官至临邑县委副书记、副县长。2001年1月起任禹城市委副书记、市长，历任禹城市委书记、德城区委书记，2010年底起任德州市副市长。
2015年5月21日，黄金忠的市人大代表资格终止。6月，德州市政府官网发布消息，黄金忠不再担任德州市人民政府副市长。6月17日，德州市十七届人大常委会二十四次会议发布公告，撤销黄金忠德州市副市长职务。
6月23日，山东省纪委对黄金忠严重违纪违法问题立案审查。经查，黄金忠违反组织纪律为他人谋取人事方面利益;违反廉洁自律规定收受礼金;利用职务便利贪污公共财物;利用职务便利为他人谋取利益，索取、收受贿赂;与他人通奸。其中贪污、受贿问题涉嫌犯罪。
7月3日，济南市人民检察院决定，依法对黄金忠涉嫌受贿犯罪立案侦查，并采取强制措施。
2016年4月20日，最高人民检察院发布消息，黄金忠涉嫌贪污、受贿一案，济南市人民检察院已向济南市中级人民法院提起公诉。直至6月8日，黄金忠在济南中院受审。
从济南中院公布的庭审视频片段中，样哥看到，黄金忠身穿黑色短袖运动衫、深色裤子和布鞋，在两名法警的押解下进入法庭。经过一年多的治疗恢复，摔断双腿的黄金忠可以自行走路，行走速度也并不十分慢，但是能明显看出一瘸一拐，显出跛态。
济南中院官方微信称，法庭上，检察机关出示了相关证据，控辩双方充分发表了意见，黄金忠进行了最后陈述，并当庭表示认罪悔罪。
从法院公布的黄金忠最后陈述视频中，样哥看到，黄金忠至少陈述了约5分钟，他的声音洪亮，始终站立陈述，时不时痛哭流涕。在陈述中，黄金忠表示认罪悔罪，称“自己走到今天，确实是自我膨胀，咎由自取，罪有应得，自食恶果”。
他回忆说，1990年他当上临邑县副县长后，他的母亲曾嘱咐他，“不管啥时候要记住两个词，一个别贪钱，第二别搞女人”。
“老母亲苦口婆心地跟我讲，恰恰在这个问题上，我自己犯了罪，跌了跟头，这是我人生的悲剧。”黄金忠说。样哥注意到，在省纪委的通报中，除贪污受贿问题外，还包括黄金忠“与他人通奸”。

我参加工作40多年，是各级党组织和广大人民群众把我从一个下乡知青培养成领导干部，给了我为人民服务的很好的平台。但是，长期以来，我放松了思想改造，放松了党性修养，放松了廉洁自律，放松了法律约束。自己没有敬畏党组织，没有敬畏法律，没有敬畏权力，没有敬畏家庭。不珍惜党组织和人民群众给自己的权力和地位，不珍惜家庭亲人给自己的信任和支持。自己的人生观、世界观、价值观发生了严重的扭曲，没有底线，没有防范，没有法律意识，失去了正确的人生目标和自己的生活轨迹，把手中的权力，当作自己贪污受贿严重犯罪的作案工具和平台。
自己走到今天，确实是自我膨胀，咎由自取，罪有应得，自食恶果。自己对不起党组织对自己的培养和教育，对不起家庭亲人对我的支持和付出。
一个人触犯了法律就会失去自由，一个党员领导干部不按照党的要求办、不遵纪守法就会身败名裂，承受牢狱之灾。我对自己的犯罪悔恨终生，给这个社会、给组织、给家庭、给亲人、给朋友造成的影响、带来的危害是极其恶劣的。我的教训太深刻了，付出的代价太惨痛了。
(我已)一年多没见老母亲。我没听母亲的话，我1990年当了副县长，老母亲当时嘱咐我，要记住两个词，组织把你培养成一个副县长，官儿就不小了，不管啥时候要记住两个词，一个别贪钱，第二别搞女人。老母亲苦口婆心地跟我讲，恰恰在这个问题上，我自己犯了罪，跌了跟头，这是我人生的悲剧。
