China's Foreign Ministry responded "no India joined the nuclear suppliers group": the first discussion

Xinhua Beijing, June 12, a Foreign Ministry spokesman, Hong Lei, 12th on the nuclear suppliers group enlargement-related issues and answered questions.

中国外交部回应“反对印度加入核供应国集团”:主张先讨论

  新华网北京6月12日消息,外交部发言人洪磊12日就核供应国集团扩员相关问题答记者问。


  有记者问:据报道,据外交人士透露,中国和新西兰、爱尔兰、土耳其、南非、奥地利等国家反对印度加入核供应国集团(NSG)。反对声音认为,印加入NSG将削弱防扩散努力,并可能激怒巴基斯坦。中方对此有何评论?


  洪磊说,6月9日,核供应国集团主席阿根廷大使召集了个非正式会议。会上并没有审议任何有关印度或其他“非《不扩散核武器条约》(NPT)缔约国”加入NSG的议题。主席在会上公开申明,会议没有议程,仅仅旨在听取各方对NSG外联等工作的初步看法,为其向6月下旬的首尔年度全会提交报告做准备。


  洪磊说,中方注意到有些非NPT缔约国希望加入NSG。对于“非NPT缔约国”这一类国家的加入问题怎么办,中方一直主张集团先就此充分讨论,以寻求共识并协商一致作出决定。NPT是整个国际防扩散体系的政治和法律基础。中方这一立场适用于所有“非NPT缔约国”,并不针对哪个特定的非NPT缔约国。事实上,不仅是中国,集团内有许多国家也持同样的立场。


  洪磊表示,近一时期以来,集团内部对“非NPT缔约国”这一类国家加入问题进行了一些讨论,但确实存有较大的分歧。下一步,中方支持集团继续就此开展进一步讨论,以期早日就此形成共识。中方将继续建设性参与有关讨论。
