张勇致辞说，中美两国作为最大的发展中国家和最大的发达国家，需要履行好各自应尽的国际责任，为应对全球气候变化作出积极贡献。两国合作潜力巨大， 希望双方在低碳城市建设、碳排放交易、财政和金融政策方面深入交流合作，使城市更宜居、更可持续，为保护人类共同家园作出更大贡献。
峰会是落实《中美元首气候变化联合声明》的重要举措，首届峰会去年在洛杉矶举行。开幕式上，中美两国城市政府部门、研究机构、企业等共同签署20多项协议，其中北京与兰州签署《北京—兰州低碳城市发展合作协议》。
北京市委常委、常务副市长李士祥主持开幕式，美国能源部副部长舍伍德·兰德尔、美国凤凰城市长格雷格·史坦顿分别致辞。
