　　第二次中国和美国打击网络犯罪及相关事项高级别联合对话14日在京举行，国务委员、公安部部长郭声琨与美国国土安全部、司法部全权代表共同主持。

　　郭声琨首先就奥兰多市发生枪击事件造成重大人员伤亡向美方表示深切的同情和诚挚的慰问，对遇难者表示沉痛的哀悼，对这一野蛮行径予以强烈谴责，并对美国司法部部长林奇和国土安全部部长约翰逊因此事件无法继续参加对话表示理解。

　　郭声琨高度评价去年以来中国和美国网络安全领域执法合作取得的进展。他说，在习近平主席和奥巴马总统高度重视和亲自推动下，双方去年在华盛顿成功举行首次联合对话并达成广泛共识，以坦诚和建设性的态度，在案件协查、信息交流和机制建设等方面开展了密集、务实的交流与合作，取得了丰硕成果。

　　郭声琨指出，加强网络安全合作符合中国和美国两国乃至世界各国共同利益。双方应按照两国元首指明的方向，秉承“依法、对等、坦诚、务实”的原则，切实把联合对话机制打造为中国和美国就网络安全问题进行沟通合作的主渠道，充分发挥其引领作用，进一步增进互信、管控分歧，照顾彼此关切，开展务实合作，实现互利共赢，推动网络安全问题继续成为中国和美国合作新亮点，为构建中国和美国新型大国关系注入新动力。

　　美国国土安全部副部长斯波尔丁、司法部助理部长帮办斯沃茨表示，感谢中方在奥兰多枪击事件发生后给予的真诚关切、做出的一系列灵活安排。枪击事件的发生提醒美中双方要更加重视包括网络安全在内的安全合作。美中两国同为互联网大国，在网络安全领域有许多共同利益。美国政府高度重视两国元首达成的共识，坚信双方有能力把一些存在分歧的领域转化为合作领域，希望双方继续坦诚沟通、增进信任，加强热线联系、信息交流和个案合作，共同应对网络犯罪活动，把两国元首共识落到实处。

　　对话中，中国和美国双方就热线联系工作方案、网络安全保护合作、网络犯罪执法信息交流和能力提升、涉网案件调查与下步行动计划等议题进行了深入交流，达成了广泛共识，通过了《中国和美国打击网络犯罪及相关事项热线机制运作方案》，并同意联合发表成果清单。双方决定于2016年内在华盛顿举行第三次对话。
