First, China and the United Kingdom declared outcome of the high-level dialogue | security dialogue _ news

Xinhua News Agency, Beijing, June 13-for the first time, China and the United Kingdom declared outcome of the high-level dialogue


On June 13, 2016, Secretary of the CPC Central Committee of political science and Law Committee Wang Yongqing and United Kingdom Prime Minister's National Security Advisor make·gelante co-chaired the first China and United Kingdom high-level security dialogue. Both sides agreed that met for the first time, China and the United Kingdom the high-level security dialogue is to implement the China and the United Kingdom on October 22, 2015, China and the United Kingdom Joint Declaration on comprehensive strategic partnership geared to the 21st century global important initiatives. In the dialogue, the two sides on the fight against terrorism, cybercrime, organized crime and illegal migration, cooperation in the field of an in-depth exchange of views, determine the direction of future cooperation. Relevant departments of the two sides also held talks. Agreed by the spirit of "equality and mutual trust, candid and pragmatic" principle and strengthen bilateral law enforcement judicial cooperation in security areas, to enhance communication and coordination under multilateral frameworks, such as the United Nations, to address global threats.


  One, the fight against terrorism


(A) agreed that the current anti-terrorism situation is more critical of the international community, in the field of anti-terrorism cooperation serves the common interests of both sides, both sides will agree with each other in anti-terror cooperation concerns to vital security interests, address common terrorist threats and their practical cooperation.


(B) the parties agree that surrounding the protection of citizens of the two countries, diplomatic agencies and overseas economic interests establish cooperative mechanisms in a timely manner, effective collaboration.


(C) the parties agree that cut off funding for terrorist activities share the measures taken by the chain, and exchange of information on anti-terrorist legislation, including the entry into force and implementation.


(D) the parties agree that further exchange of useful experience in the field of anti-terror on both sides, including through the "track two" dialogue, to explore the root causes of terrorism and extremism.


  Second, the fight against cybercrime and related matters


(A) the parties agree that do not engage in or support networks to steal intellectual property, trade secrets or business secrets to gain competitive advantage.


(B) the parties agree, by China and the United Kingdom the high-level security dialogue mechanisms, as well as China and the United Kingdom annual fight crime Conference and other means to discuss matters related to combating cyber crime and cyber security, and crime-related information and experience exchange network. Meanwhile, through methods such as WeProtect Summit jointly to combat Internet child pornography.


(C) the two sides will enhance cooperation on security-related events and emergencies, agreed in accordance with their respective national laws and international obligations, and malicious network activity to respond promptly to requests for information or assistance. Including China and the United Kingdom security dialogue mechanism to enhance mutual exchanges, and established upgrade path to solve the problem.


(D) the parties agree that in China and the United Kingdom under a high-level security dialogue mechanism, enhance law enforcement cooperation, and jointly prevent and combat the use of Internet for purposes of incitement, recruitment, financing or planning to carry out terrorist activities.


(E) agreed by China and the United Kingdom, China's Foreign Ministry network dialogues, close communication, promote consensus. Both sides welcomed the report of the United Nations Group of governmental experts on information security 2015, confirmed in international law, in particular the United Nations Charter, applies to the use of information and communication technologies.


(F) the parties recognize that increasing their own institutions and the need for network security skills and share experiences in this field.


(VII) the parties agree, that agreement provides a good basis for progress on both sides. Both countries uphold the principle of equality and mutual trust, Frank and pragmatic manner and constantly deepen cooperation and jointly promote cooperation in this important area of sustainable and measurable progress. The parties agree that periodic assessments of progress, and appear in new areas of mutual concern in the future continue to deepen dialogue and cooperation.


  Third, the fight against organized crime


(A) the parties agree that further develop China and United Kingdom working meetings of law enforcement cooperation mechanisms, strengthening drug, including economic crime, financial crime, illegal immigration and other law enforcement cooperation in the field of common interest. The two sides will actively seek pragmatic and efficient mode of investigation of the case, promotion of undertaking joint missions, joint action.


(B) the two sides agreed to actively implement the China and the United Kingdom Treaty on criminal judicial assistance, timely feedback on each other's requests for assistance, strengthening pursuit recover booty, return, cooperation in combating money-laundering offences, and so on. Both sides supported the people's Bank of China is a member of China anti-money laundering monitoring and Analysis Center and United Kingdom National Crime Office, anti-money laundering monitoring and Analysis Center to sign Memorandum of understanding on cooperation.


(C) agreed to strengthen cooperation in the fight against illegal migration and trafficking in persons, actively study the introduction of new technology, optimized repatriation work of verification, repatriation of illegal immigrant status verification face common challenges.


(D) the parties agree that strengthening in the area of the organized illegal immigration information exchange, sharing of case management, focused on the confirmation of cooperation and the arrest of an organized crime group, and cases involving the two sides carry out joint investigations.


(E) the parties agree, according to their respective laws and promoting case cooperation on extradition of criminal suspects.


Four regional security issues, international cooperation


Common interest on both sides of Syria, and Iraq, and Afghanistan, non-proliferation and other international security issues exchange of views and reached important consensus. Both sides agreed to keep close communication on these issues and work together to maintain international and regional peace and stability.

  2016年6月13日,中共中央政法委员会秘书长汪永清与英国首相国家安全顾问马克·格兰特共同主持了首次中国和英国高级别安全对话。双方一致认为, 举行首次中国和英国高级别安全对话是落实中国和英国两国2015年10月22日发表的《中国和英国关于构建面向21世纪全球全面战略伙伴关系的联合宣言》的重要举措。在对话 中,双方就打击恐怖主义、网络犯罪、有组织犯罪以及非法移民等领域合作深入交换意见,确定了未来合作方向。双方有关部门还举行了对口会谈。双方一致同意本 着“平等互信、坦诚务实”的原则,加强两国在安全领域执法司法合作,增进在联合国等多边框架下的沟通协调,共同应对全球性威胁。


  一、打击恐怖主义


  (一)双方一致认为,当前国际社会反恐怖斗争形势愈发严峻,在反恐怖领域开展合作符合双方共同利益,双方将在反恐怖合作中认同彼此对重大安全利益的关切,就应对共同和各自面临的恐怖威胁开展务实合作。


  (二)双方同意,围绕保护两国公民、外交机构和海外经济利益及时建立合作机制,开展有效协作。


  (三)双方同意,在切断恐怖组织活动资金链方面分享采取的措施,交换反恐怖立法信息,包括生效和执行情况。


  (四)双方同意,深入交流双方反恐怖领域的有益经验,包括通过“二轨对话”,共同探讨解决恐怖主义和极端主义的根源。


  二、打击网络犯罪及相关事项


  (一)双方同意,不从事或者支持网络窃取知识产权、贸易秘密或者商业机密以获得竞争优势。


  (二)双方同意,通过中国和英国高级别安全对话机制以及中国和英国年度打击犯罪合作工作会议等方式,讨论打击网络犯罪及网络安全相关事项,交流打击网络犯罪相关情报和经验。同时,通过WeProtect峰会等方式合作共同打击网上儿童色情。


  (三)双方将增强网络安全相关事件和紧急情况的合作,同意依据各自国家法律和有关国际义务,就恶意网络活动提供信息或协助的请求及时做出回应。包括在中国和英国安全对话机制下增进相互交流,建立解决问题的升级途径。


  (四)双方同意,在中国和英国高级别安全对话机制下,加强执法合作,共同防范和打击利用互联网煽动、招募、资助或者策划实施恐怖活动。


  (五)双方同意,通过中国和英国中国外交部网络对话机制,密切沟通,增进共识。双方欢迎联合国信息安全政府专家组2015年报告,确认国际法,特别是联合国宪章,适用于国家使用信息通信技术的行为。


  (六)双方认识到提高各自国家自身机构和人员网络安全技能的必要性,并将在这一领域分享经验。


  (七)双方同意,上述共识为双方取得进展提供了良好基础。两国秉持平等互信、坦诚务实的态度不断加深合作,共同推动在这个重要领域的合作取得可持续和可测评的进展。双方同意,将定期评估进展情况,并在未来出现双方共同关切的新领域中继续加深对话和合作。


  三、打击有组织犯罪


  (一)双方同意,进一步发挥中国和英国执法合作工作会晤机制的作用,加强在禁毒、打击包括金融犯罪在内的经济犯罪、非法移民,以及其他双方共同关心领域的执法合作。双方将积极寻求务实高效的案件协查模式,推动开展联合调查、联合行动。


  (二)双方同意,积极落实《中国和英国刑事司法协助条约》,及时反馈对方的协助请求,加强追逃追赃、资产返还、打击洗钱犯罪等方面合作。双方支持中国人民银行所属的中国反洗钱监测分析中心与英国国家打击犯罪总局反洗钱监测分析中心商签合作谅解备忘录。


  (三)双方同意,加强合作打击非法移民和人口贩运,积极研究引入新的科技手段,优化核查遣返的工作方式,共同应对非法移民身份核查遣返工作面临的挑战。


  (四)双方同意,加强在打击有组织非法移民活动领域的信息交流、案件管理分享,重点就确认和抓捕有组织犯罪集团开展合作,并就涉及双方重点个案开展联合调查。


  (五)双方同意,根据各自法律,推进引渡犯罪嫌疑人方面的个案合作。


  四、国际地区安全问题合作


  双方就共同关心的叙利亚、伊拉克、阿富汗、防扩散等国际地区安全问题交换意见,并达成重要共识。双方一致同意就上述问题保持密切沟通,共同致力于维护国际地区和平与稳定。
