新京报快讯(记者李丹丹 实习生戴轩)据卫生计生委官方网站消息，中国卫生计划生育委员会办公厅日前下发通知要求，开展艾滋病抗病毒治疗应当坚持自愿原则，不得强制。
中国卫生计划生育委员会日前下发《关于调整艾滋病免费抗病毒治疗标准的通知》(下称《通知》)，要求对于所有艾滋病病毒感染者、患者均建议实施抗病毒治疗。开展艾滋病抗病毒治疗应当坚持自愿原则，并充分做好治疗前咨询，排除抗病毒治疗禁忌证，不得强制要求艾滋病病毒感染者及患者接受治疗。
通知要求，各有关疾病预防控制机构、艾滋病抗病毒治疗定点医疗机构要进一步提高艾滋病抗病毒治疗管理的规范化水平，提高治疗依从性和治疗效果，减少病毒耐药产生。
据了解，2012年，中国卫生计划生育委员会委印发《国家免费艾滋病抗病毒药物治疗手册(2012年版)》，提出对于艾滋病患者及感染者实施免费抗病毒治疗的标准。
2014年，中国卫生计划生育委员会根据世卫组织发布了新的《使用抗逆转录病毒药物治疗和预防艾滋病感染指南》，对艾滋病抗病毒治疗标准进行了修订，扩大了治疗对象范围。
2015年，世卫组织再次修订艾滋病抗病毒治疗有关标准。在此基础上，经国家卫生计生委艾滋病临床专家组研究论证，决定对我国艾滋病免费抗病毒治疗标准再次进行调整，进一步扩大治疗对象的范围。

北京市地坛医院皮肤科性病艾滋病主任伦文辉说，《通知》主要降低了艾滋病人就诊的门槛。他说，此前，艾滋病人只有在CD4(一种人体免疫细胞)值数下降到一定标准后，才能享受免费的抗病毒治疗，而现在放开了对CD4的限制，只要患者愿意，就能来医院接受免费治疗。
伦文辉说，我国的艾滋病治疗标准主要根据WTO的建议。之前大多认为CD4高的情况下，患者免疫力相对较高，用药治疗太早，而且也伴随副作用。现在随着人们对疾病的认识提高，认为无论CD4值数多少，越早治疗效果越好。
