　　来自公安部网站的一篇报道显示，当地时间6月2日至3日，首届联合国警察首脑大会在纽约联合国总部召开。此次会议是继去年9月维和峰会后，联合国举办的又一次重要的维和事务会议。国务委员、公安部部长郭声琨的特别代表、公安部国际合作局局长廖进荣率公安部代表团参加了会议。我常驻联合国代表团副代表吴海涛大使、军参团团长黄雪平一同与会。

　　这表明黄雪平已经出任军参团团长一职。中国常驻联合国代表团机构设置共有12个部门，其中军参团负责参与联合国军事参谋团会议和活动，出席联合国维和出兵国会议及活动。黄雪平之前，担任中国常驻联合国代表团军事参谋团团长的是周明。根据公开报道，2015年11月份周明主持了中国军队参加联合国维和行动25周年图片展开幕。此外，还有曾任中国驻英国大使馆武官张建国，也担任过军参团团长。
