　　本轮中国和美国战略与经济对话，双方就推进中国和美国新型大国关系建设、打造双边务实合作新亮点、妥善管控分歧与敏感问题、处理好中国和美国在亚太的关系、加强双方在重大国际地区和全球性问题上的沟通与合作等议题进行了深入探讨，积极评价了一些工作取得的成果，将一些会议活动提上议程，在9大领域达成120多项具体成果。

　　中国社科院美国研究所副所长倪峰教授指出，本轮对话具体成果清单新点首先可能在于宏观经济政策的协调，加强宏观经济政策合作；其次可能是推动《巴黎协定》的全面实施，气候环境问题与个人息息相关。

　　在双边合作领域，双方将保持高层交往，继续按照两国元首达成的共识，拓展合作，缩小分歧，推进中国和美国新型大国关系建设。在军事、网络安全、核安全、反腐败、司法执法、海关等方面对口协商，举行双边会见，增强彼此的相互信任，建立长效合作机制。

　　习近平在开幕式发表题为《为构建中国和美国新型大国关系而不懈努力》的重要讲话时指出，3年前的这个时节，我同奥巴马总统在安纳伯格庄园举行会晤，双方同意加强战略沟通，拓展务实合作，妥善管控分歧，努力构建中国和美国新型大国关系。一分耕耘，一分收获。3年耕耘，我们有了不少收获。

　　3年来，在战略层面上，中国和美国增进了互信。中国和美国双方愿意通过各层级交往和机制性对话就地区事务加强沟通，深化在地区多边机制框架下的协调，致力于培育共同而非相互排斥的“朋友圈”，打造开放的地区经济格局，合作应对海盗、自然灾害等各类挑战，为促进亚太和平、稳定与繁荣发挥更大作用。两国多次就粮食安全、全球公共卫生、人道主义救援与救灾合作等问题进行了富有成效的讨论。

　　3年来，在经济层面上，中国和美国加强了协调。在两国经贸关系上，中国和美国贸易额和双向投资上达到历史新高。2015年中国首次超过加拿大成为美国最大贸易伙伴。2016年双方同意将于6月中旬交换新的负面清单出价，力争早日达成一个互利共赢的高水平的双边投资协定。经贸是中国和美国两国共同利益交集最多的领域，也是两国通过双边合作和管控分歧获得切实利益、实现互利的领域。

　　3年来，在人文层面上，中国和美国互通了友谊。在人文和地方交流上两国更加密切，从去年两国人员往来近500万人次，到大陆赴美旅游人次300万、赴美中国留学生达31万，日趋增多的人员往来、日益密切的交流沟通，推动中国和美国两国从政府到民间、从政经到人文各领域交往不断加深。美方即将启动“百万强”计划，即到2020年，美国将实现100万美国学生学习中文的目标。

　　中国和美国在网络、执法等领域合作，2015年9月习近平主席访美期间两国元首就网络问题达成共识，2015年12月中国和美国首次开展打击网络犯罪及相关事项高级别联合对话。

　　两军交往取得新进展，两国中国国防部于2014年签署的两个互信机制备忘录，即重大军事行动相互通报机制和海空相遇安全行为准则。2015年，双方在此基础上充实完善，增加了空空相遇安全行为准则和军事危机通报两个附件。上述备忘录和附件充分展现中国和美国双方致力于通过持续、实质性接触降低风险、提升行动安全和管控分歧。

　　专家认为，当前的中国和美国关系发展已经体现出三大特点：一是中国和美国高层之间保持着较为密切的往来；二是随着中国国际地位不断提升，在国际事务中的作用不断增强，中国和美国之间需要沟通协商的事情越来越多；三是中国和美国之间的高级官员互访已经机制化和常态化，为两国关系稳定向前发展提供了保障。

　　中国社科院美国研究所副所长倪峰教授表示，中方一直在积极推动着新型大国关系的建立，它的内涵是不冲突不对抗、相互尊重、合作共赢。但由于两国国情的差异，还存在一些分歧和摩擦，新型大国关系的建立还是任重而道远的，中国和美国两国需要妥善管控分歧和敏感问题，保持密切互动的良好态势，厚植两国人民友谊，共同发展。
