从2003年搬迁开始，学校光谷新校区开始了大规模的扩建。不少建筑公司，盯上了这块“肥肉”。

学校的行政办公楼、图书馆，在招投标或是工程款结算过程中，严文清都留下了以权谋利的身影，分多次收受贿赂百余万。
2015年1月23日，严文清因涉嫌受贿被逮捕。
收受230万帮人合作办学
进入法庭时，时年57岁的严文清已经步履蹒跚。他曾经的一名学生告诉记者：“几年不见，他老了好多，白头发多了不少。”
虽然见老，但严文清依然条理清楚，话语清晰。庭审现场，他一直强调：“我知道拿别人的不好。”
不想白拿别人的，严文清想到了他的发明：严氏国际音标录入法。该录入法，是严文清带领学校老师搞出来的发明，获得了国家专利。
根据随州检方指控，严文清先后以销售光盘等名义，收受武汉长江教育专修学院（以下称长江专修学院）230万元。
2011年7月，长江专修学院法定代表人谭某来到严文清办公室，表明来意：“想跟二师独家合作办学。”
严文清表示三年内实现与长江专修学院独家联合办学。同时，他提出了条件：“我这有一些刻录了‘严氏国际音标录入法’的光盘，你们学校能不能买一些？”谭某随即召集股东商议此事，获得通过后，严文清将约3000张光盘交给谭某，拿到光盘后，谭某支付人民币50万元。
2011年8月，严文清又让谭某购买4000张光盘，谭某在征得全体股东同意后，买下光盘并送给严文清人民币60万元。
2013年1月，严文清又“卖”给谭某5000张光盘，拿到100万元。
2013年5月28日，湖北二师与长江专修学院签订《联合办学协议书》，约定由湖北二师与长江专修学院联合举办“高等教育自学考试全日制本科助学班”。
2013年底，严文清再次向谭某提及购买光盘一事，谭某告诉严文清，此前所购光盘没有任何用处，一直堆放在仓库闲置，严文清这才没有再提此事。
2014年6月24日，湖北二师与长江专修学院签订了《大学生创业孵化基地合作协议书》，长江专修学院因此入驻湖北二师大学生创业孵化基地办公。
纪委约谈后仍继续受贿
2013年11月，有人向纪委举报严文清存在受贿嫌疑，提到了他位于江夏的那栋住房。
当月，湖北省纪委找严文清谈话，调查了解相关情况。

2013年7月，湖北二师对外洽谈合作举办艺术与传媒学院事宜。武汉稻田实业有限公司法定代表人胡某得知后，先后多次请求被告人严文清在合作办学方面给予关照。2013年10月，胡某为请严文清在合作举办艺术与传媒学院方面给予帮助，追到了严文清位于公安县毛家岗镇的老家，送给了严文清5万元，严文清收下了。
2014年2月，胡某为请严文清帮忙加快推进合作办学进度，在严文清办公室楼下送给严文清人民币10万元，虽然此前纪委找严文清谈过话，但是他还是收下了这10万元。
直到2014年2月，中共湖北省纪律检查委员会对严文清涉嫌有关问题决定开展调查，同年5月，严文清这才给某建筑单位的负责人退还了100万元受贿款。
“感觉最对不起女儿”
随州市人民检察院起诉指控，2004年7月至2014年5月，被告人严文清在担任湖北教育学院院长、党委书记、湖北第二师范学院党委书记兼财经领导小组组长期间，利用职务之便，在承接工程、结算工程款、合作办学等事项上为他人谋取利益，索取或者非法收受他人贿赂人民币495万元、房屋一套价值人民币237.32万元，共计折合人民币732.32万元。
公诉机关认为，被告人严文清身为国家工作人员，利用职务上的便利，索取或者非法收受他人财物，为他人谋取利益，应当以受贿罪追究其刑事责任。
严文清对公诉人指控的基本犯罪事实表示没有异议，但对部分认定数额提出了异议。在法庭辩论阶段，控辩双方围绕被告人严文清所收受的房屋价值认定，案发前退还的100万元是否应计入受贿数额等问题发表了各自的意见。
法庭辩论结束后，严文清作了最后的陈述，短短几句话，概括了他的这一生：“我几十年来将所有时间和精力投入到工作中，为湖北省第二师范学院带来巨大的成绩。但是后来我的人生观、世界观、价值观扭曲，我对不起党和人民，对不起学校，也对不起家人和朋友，我愿意接受法律的制裁。”
说到家人，严文清几欲落泪：“我当党委书记的这些年，是学校发展最快的几年，但也是最困难的几年。”因为困难，严文清扑在工作上，自己感觉亏欠最多的，是他的女儿。
严文清本来有一个幸福的家庭，妻子退休，1997年出生的女儿在上大学。“我本来对女儿照顾就不多，现在更是要缺席她的大学生活。我对不起她。”
