为维权苗先生费尽周折,多次进行热线投诉,但问题至今没有解决。

苗先生表示依然要奔波,讨个说法。

自己的手机号被蹊跷过户

手机号上还有200多元话费,我本人不在场,也没出示过任何证件,就这样被过户,太气人了。”6月14日,苗先生气愤地告诉大河报记者。

据苗先生讲述,当时为了方便办理业务,朋友送他一个没有最低消费,联通通话不收费,拨打移动每分钟9分钱的“8833”(后四位)号码,随后这个卡就过户在他名下。用了一年后他换了新号码,但觉得这个8833号比较实惠,所以又预存了200元话费,每月定期查询。2015年4月份再查询时却发现无法查了,随后去营业厅咨询,得知该号码3月份被过户到一个陌生人的名下。

“我去鹤壁联通营业厅咨询,当时的接待人员说这是联通渠道工作人员违规操作造成的,让回去等电话听候处理方案,但我至今给联通反映了无数次也没个处理结果。”对此苗先生双手一摊感到无奈。

维权成难题让机主很窝火

据苗先生讲,鹤壁联通客户投诉部负责人曾联系他,称这一事件属于联通公司的责任,提出补偿他一个3连号,当时他没同意,之后对方就不再联系他了。2015年12月份,实在感到憋屈的他曾到鹤壁联通公司大门前维权,对方承诺给他一个3连号的补偿。

“我是做生意的,不知道别人过户这个卡有什么用意?只有联通有权限办理过户,出现错误不去纠正,也不承担责任,让我很窝火!”苗先生说。

大河报记者在苗先生提供的录音里听到多段就该事的投诉电话,接电话的包括鹤壁联通和河南联通的相关部门,均表示会处理,但事件至今没有结果。苗先生也尝试过投诉12315,但与联通公司的协商没有成功,过户了的手机号仍无法“完璧归赵”。

联通处理方案客户拒绝接受

今年3月底,在接到读者投诉后,大河报记者采访了鹤壁联通公司。该公司综合部的负责人称,只有现在用这张卡的户主才能查询通话记录,如今也无法核实当时过户的真实情况。如果当事人能找到办理过户卡的原始人,可以选择报警。对此苗先生称,他被过户的事实可以找来当年办理此事的联通员工与现在使用“8833”号码的当事人对质,过户也不会没有原件记录。鹤壁联通公司让通过法律程序解决,这是有意推诿。

6月14日,大河报记者再度来到鹤壁联通公司,该公司综合部和客服部的三位负责人就此事再次给出解释。“8833”这张卡确实有过户行为,但没有补卡。由于时间长,苗先生被过户是通过渠道商,渠道商换了很多资料,现在也找不到了,当时被过户苗先生是否在场也无从知晓,没有办法还原事实真相。对于联通内部查询也有明文规定,没有执法权没办法查询。

该公司有关人士表示,联通公司的过户要求是双方本人持身份证原件才可办理。被过户一事不能说联通公司没有责任,但苗先生提的要求过高,一直没能达成协商意见。联通公司给出处理方案是给一个同等级的“AABB”号码,另外补偿200元话费。对于苗先生要求恢复自己使用过的“8833”户名,联通公司担心现在使用此号码的客户投诉,但苗先生可以通过法律途径要回来。

对此赔偿方案苗先生不能接受。“我手机卡里本身就有200元话费,我想要回属于自己的8833,另外这一年联通公司给我个人造成的损失应该给予赔偿。”苗先生表示他会为此继续奔波。
